'‘Sea Bags” in Great Demand as Changes Loom for Navy Yashlngton, Oct. B.—The captain of the watch on the main deck of the Navy department la busy trim ming the binnacle lights to show the gang plank to a host of Incoming officers who will soon exohangs places with the men of the land. Several admieals who have been hugging lee shores In back channels will go out again for a crust of salt, while admirals whose vessels have not accumulated any barnacles during the hitch will' run their flags up where no swell rises beneath the feet. There Is considerable speculation as to what posts will be dealt out to whom, but there are several "certain ties" in the wind. Rear Admiral R. E. Coontz, chief of naval operations, will transfer “cabin” from Wardman park to the flagship of the fleet, succeed ing Rear Admiral Hilary P. Jones, commander, who is expected to go to the navy general board at his own re quest. Roar Admiral E. W. Eberle, now commanding n fleet division on the Pacific coast. Is due to succeed Ad miral Coontz. Rear Admiral Thomas Washington, whose quarters have been on “R” street, Is slated to take a cruise In command of a division of the fleet, and to be succeeded by his present assistant, Capt. Richard H. Leigh. Admiral Washington has been res ponsible for many progressive regula tions affecting navy personnel, espe cially the advancement of the en listed man. and Leigh is said to oe in favor of a continuance of forward looking measues. Leigh is'one of the senior captains and under the regula tions is eligible to advancement to chieftaincy of the bureau. He is due to rate rear admiral soon. Admfiral Washington's four years ashore were completed August 10. He succeeded Rear Admiral Victor Blue, who succeeded Capt. (later rear ad miral) Leigh C. Palmer. Various changes of admirals and officers of lower rank will be made, the smaller ones as soon as the fleet returns from Guantanamo, Cuba, and the more important about July 1. The fleet will sail from Guantanamo April 23 and is due to arrive at the various home ports April 26. In the meantime ‘sea bags” better known to officers as suit cases, are In great demand.
