Thrace Refugees Appeal. By AuMM-lateil Pre.., Sofia, Sept. 7.—The congress of Thracian refugees in Bulgaria, repre senting 600,000 exiles, yesterday sent the league of nations a plea that It apply provisions of treaties for the protection of minorities, alleging that their condition is most miserable and they are unable t.o return to their homes, which are occupied by hostile nationalities. Increase Steel Wages New York, Sept. 7.—Wage adjust ments for those employes of the United Slates Steel corporation, whose working day was reduced from 12 to 10 hours, will be in the nature i of an increase of about 10 per cent, it was indicated by Elbert H.
