Immigrant* Admitted at Cost of $200 a Head to Ocean Line*. Washington. Sept. 6.—Two thousand immigrants who were rushed to New York before ni'Aidght September 1, in order to beat tbe barrier on the immigration quota fur that month, were ordered admitted yesterday in a decision by the commissioner genernl of immigration, but fines of $200 for each of them were ordered imposed on the steamship companies. N’ew York. Sept. 6.—Immediate steps will be taken to impose fines on steamship companies whose ships , in their eagerness to bring immi grants to New York in time to in clude them tinder the quota for Sep tember, crossed the line at Quaran tine a few seconds before midnight August. 21. it. was announced last night by Henry H. Curran, commis sioner of immigration at. Ellis island, whten he learned of a decision in Washington which will permit the immigrants to land. In the meantime many immigrants were sent from Ellis island back to their ships to await the decision of the Washington officials. Scenes bor dering on panic were enacted as the aliens were returned to the vessels. There was a babel of tongues as Interpreters tried to tell the immi grants they were not being deported, while some tried to elude guards and leaped into the water, declaring they would rather risk drowning than face deportation. Officials of the Baltic-American line indicated the case would he fought. The officials said their rec ords showed that their ship, the Es tonia,-had not entered quarantine he fore midnight but two minutes after the hour. Ellis Island was crowded last night. ; Additional aliens were brought in \ from the followfag ships: Byron, of1 the National Greek line, S33; Tusca- j nia. of the Cunard line, (571; and the I -|g*7'hicago, of the French line, 233.
