Upham, treasurer of the national re publican committee, returning today on the Leviathan from a trip abroad, said there was no question but that Chicago would be the scene of the 1924 republcan convention.* A ma jority of the members of the commit tee had expressed themselves in fa vor of Chicago, he said. San Francisco, which Mr. Upham said had "a powerful bid” lor the con vention "wouldn't have a chance,'* he declared, "unless President Coolidge expressed a desire to have the session elsewhere than at Chicago.” Bee Want Ads produce results. Washington, Sept. 4. —President Coolidge Intends to continue the pro hibition enforcement policies g)f the late President Harding, it was rc vealed at the White House tonight. The president aims to seek clbser co-operation between federal and stnte authorities . to make the 18th amendment and the *Volstead law ef fective to the fullest degree. The executive's attitude on dry law enforcement was made known at a conference with Governor Hyde of Missouri, who came to Washington primarily, he said, to discuss this subject. Berlin, Sept. 4.—The proposal of LeRile Urquhart, chairman of the Russo-Aslatlc Consolidated, Ltd., that a consortium of American, allied and German financiers take over the In dustries in the Ruhr seems to have come to naught by reason of objec tions raised by the Krupp family. It was declared that the Krupps had rejected the plan for Joint opera tion of the Industries upon turning over of 50 per cent of their stock to the consortium, declaring that all the stock now In the handR of the Krupp family must remain there. It was stated that the Krupps were willing to co-operate to keep the industries going, but another basis would have to be found. It was re ported that J. P. Morgan A Co. would be the American representa tives in the consortium. ^ - - - St. Paul Reservoir Collapses. St. Paul, Minn., Sept. 4.—Twelve million gallons of water stored in a city reservoir were suddenly released today whpn a portion of the reser voir collapsed. The structure was un dermined by the bursting of a 36 inch - main beneath It. A wall of water 10 feet high endangered lives of sev oral persons. * A portion of the roadbed on the main line of the Minneapolis, St. Paul & Sault Ste. Marie railroad, and a trestle, were washed away. The damage was estimated at *10, 000. ' _‘_ Silk Trading Halted. New York, Sept. 4 —Trading In the raw silk market here was suspended today .and probably will not be re sumed until the Japanese market re opens. All offerings if raw silk In New York havp been withdrawn.
