Dealers Cleared in Grain Slump Federal Trade Commission Says Slump Due to Large Crop and Depression. By Associated Press. Washington, July 30.—Legislation to require the Chicago Board of Trade to make public dally the total volume of the preceding day’s opera tions in futures and open trades in each option of each grain was In cluded in recommendations made to day by the federal trade commission, in the concluding section of Us re port on the methods and operations of grain exporters. The report. In compliance with a senate resolution Introduced by Sen ator Ladd, republican of North Da kota, also recommended that the Chicago Board of Trade be required to permit delivery of grain on fu tures contracts at other Important markets, under proper safeguards and equitable terms, whenever neces sary to prevent a squeeze or corner at Chicago. Speculators Exonerated. The commission found that the de cline in prices of the contract grade of wheat at Chicago from an average of about $2.85 a bushel July 17, 1920, to a fraction over $1, September 14, 1922, was due chiefly to various ad verse factors in the general situation of the world market such as large crops at home and abroad, business depression, unfavorable exchange rates, and limited purchasing power and credit in foreign markets, rather than to speculation or manipulation. "Speculators and hedgers,” the re port said "are especially able to run up prices during the delivery month and, when this occurs, after their future interests are closed out, prices inevitable fall. In general, however, appears that, although the current ^^and temporary fluctuations In grain prices may be attributed largely to speculation, then relatively infre quent, but long time fluctuations may be attributed almost entirely to other causes, including actual supply and demand conditions. The heavy de cline In wheat prices from July to December 1920, occurred in a period of comparatively light futures trad ing.” Crime Waves Due to Weather So Declares French Scientist Making Investigation of Atmospheric Conditions. Paris, July 30.—One day In the future a wireless message will flash to America from the Eiffel Tower. It will read something like this: To Chief Police. New Tork: At mospheric depression left France en route to America. Suggest you double police guard and take usual precautions.—Chief Astronomer, Paris observatory. Auguste Lumiere, a French scien tist, has discovered, he says, that crime waves are due to the weather. When the barometer begins to sjjow what is known as a "depres i^^ion,” that is to say, when the air becomes surcharged with latent elec tricity, then, says Lumiere, is the time to doublelock your doors and put the patent burglar alarm on the window. For fiv* years Uumiere has been observing In an observatory, and he is now certain that crime waves fol low abnormal atmospheric conditions. "I obtained the idea first from looking at my .baby/’ he told his colleagues of the Academy of Sciences. “I noticed that when the weather changed or when it was heavy, damp, aa Just before a thunder-storm, baby cried. He cried far less than during fire weather. Upon investigation at a large hospital I found nurses and doctors have recognized this phenom enon for ages. "Then I realized thUt. the weather affected me, too. During ‘depres sions' I worked by fits and starts, became erratic, was inclined to be Quarrelsome. I was a 'positive' sub ject for atmospheric suggestion. "From that to the discovery that the weather controls men's natures was a simple step. I gathered sta tistics for years and I found that a period of atmospheric ‘depression’ would be Invariably coincident with a ‘crime wave’—particularly of crimes of passion.” First Class Molars Required for Service in Colonial Army Paris, July JO.—Minister of War \r, „inot has ordered that any eandi for the colonial army "must have a sufficient number of good teeth.” The decree says that by sufficient and good teeth is meant six pairs of teeth directly opposite one another on the upper and lower gums, of which two pairs must be molars or premolars and two pairs front or canine teeth. Then he added with a touch of dry humor: "You nee, wo come from a long lineage of cannibals.” Obregon Takes Firm Stand on Oil Rights in Mexico Mexico City, July 30.—President Obregon has replied to a telegram re ceived from Guy Rtevena, chairman of the American Oil Producers asso ciation In Mexico, saying that he does not recognize the right of any pri vate corporation to protest against the drilling of oil wells In the federal zones. The president said that as the —^^ttlon owned absolutely all rlghta ^ over the federal aones, the drilling conaequently would continue. Mr. Htnvens had protested against drillings by the Compania Pstrolera Mexicans and the National railways. He claimed that no legal precept existed authorizing the granting of concessions for ths exploitation of oil within the federal zone* and declared that the zones conitituted private property. Church Becomes Lovers’ Haunt But It's Short Lived—Pastor Nails Up Doors and Tells Police Department. Lima, O., July SO.—Tha boy in the front pew—right down where the a&wduat trail enda—had hla arm around hia best girl. He was whis pering “sweet nothings” into her ear. She—being young—believed them. Then a resounding kiss. In the dim, shadowy recesses of the Blederwolf tabernacle there were rustling movements, sighs, whispered words and now and then a plainly audible osculation. And then— Neighbors called Rev. W. H. Howard, pastor of the First United Brethren church, who phoned the po lice, complaining that the tabernacle —empty since last winter’s big re rival—was being turned, into the world's largest “spooning parlor”— all under one roof, with 7,000 ca pacity. Donning the ministerial overalls, Rev. Howard sallied forth, with his trusty hammer and a pocketful of nails. When he finished every en trance to the tabernacle was nailed tight. Faurot park custodian have dusted off the park benches and are antici pating a return of “capacity busi ness,” now that the rival love-making establishment has been closed. Chief of Police Lanker has promised that only law violators will be routed from the park. A storm of protest thwarted him from enforcing his or der that the park be closed at 8:30 each night. Under the new ruling a little harmless spooning will bo per mitted, Chief Lanker said. And love reigns supreme at Faurot park. Mussolini Celebrates His Fortieth Birthday Rome, July 30.—Premier Musso lini celebrated his 40th birthday yesterday by reading sofe of the thou sands of telegrams and cablegrams that poured in on him from all parts of Italy and from foreign lands, fe licitating him and wishing him a long life. Signatures to the messages ranged from the names of high offi cials of several foreign governments to those of the humblest citizens of Italy, the latter frequently couching In touching language their devotion and admiration for the fascistl chief.
