U. S. Has Lived Within Income for Past Year President Addresses Business Organizations of Govern ment—Plans Formed to Cut Expense. 1 By International New* Sentr*. Washington, June IS.—In laboring faithfully to reduce the cost of gov ernment the department heads and hureau chief* who are the "trustees of the taxpayers," are doing more than serving the people—they are "proving to the world that the way to recover from war excesses is to halt ‘iie outflow and build anew, with exacting watchfulness in all public outlay." This was the message that Presi dent Harding delivered this afternoon to the business organizations of the government assembled in Continental Memorial hall for the annual review of past achievements and to plan new ways of cutting down expenditures during the fiscal year which begins July 1. *200,000,000 Surplus. In taking stock of what has been accomplished during the last year, the president pointed out that an ap parent deficit of $92,000,000 had been turned into a surplus of approximate ly $200,000,000, and urged similar nr further economies to wipe out the deticlt of $30,000,000 which looms up for the fiscal year 1924. Revised esti mates of receipts for 1924 totals $3, 638,000,000, while it is figured that $3,668,000,000 will have to be spent. The president expressed the earnest desire that the expenditures could he held to less than $3,000,000,000, thus building up a substantial surplus. At the conclusion of President Harding’s address, Brig. Gen. Herbert M Lord, the director of the budget, the department heads and bu ceau chiefs that closer co-ordination of government fiscal activities would be the way to achieve the surplus de sired by the president. Explains .Saving, In explanation that the $200,000 surplus was affected this year In the face of an apparent deficit, General Lord said: "We began this year with an expen diture program of $3,396,000,000. Bal anced against this formidable pro gram of expenditure was an estimate of receipts from all sources of only $3,073,000,000. The agencies of the government proposed to spend $323. 000.000 more than they anticipated receiving. Here was a critical situa tion. It was met by the president who announced with finality that we would pay as we go, and that a bal anced budget would continue to be the undebatable and una"«red policy of the government." Most of tne credit for the govern ment'* saving record. Lord said, is given to extraordinary increases in receipts, especially customs. L. Egbert Plead? “Not Guilty’" of Killing Son-in-Law —Case Continued. Special TMspatrh to The Omaha Bee. Hastings. Neb Juno 19.—Arraigned in district court, Dr. C. L. Egbert pleaded "not guilty" to the charge of first degree murder of his son-in law, Charles R. Gordon, on February 21. Trial of the case was continued until Thursday by agreement of the counsel and witnesses were called for Friday morning For the first time In the history of th» state, the short form of informa tion is being used irt a murder case, following the suggestion of Judge Rose of the supreme court. Only about 125 words are in the form of the information in the Egbert rase, whereas, under the old plan not less than 600 would have been used. L. B. Dilworth said it was an innovation that aimed to bring about a much needed reform in the form of the Information and that he would do all in hie power to make it stand. Back Broken in Auto Accident, Man Dies jjUrlsl Tllspntch to The Omaha Bee Atlantic. Ia . June 13.—Herman M< Neill, 22, Green Forest, Ark . suffered injuries in an auto accident Sunday near Marne, which proved fatal early Monday morning. McNeill was riding in a car driven by Clyde White of Anita. The car had traversed a railroad viaduct and a raise in the road beyond the approach caused a radius rod to buckle. The car turned turtle break ing McNeill's back. White war bruised. McNeill was employed by a paving construction company at Anita Coroner Burdette Roland of Atlantic is holding the body, pending the ar rival of the lad's father. 34 of 68 on Drunk Fliarge in Muny Court Fined $16 Thirty-four of 63 persons on the blotter on charges of drunkenness when municipal court opened Monday were fined $16 each; one was fined six were given 16 days each; two given five days; 15 forfeited bonds, and 26 were discharged. Is Upheld Consolidation Authorized in 1920 Transportation Act Found Valid. By A,«ocla„d Pre«». St. Paul, Minn., June 18.—Railway consolidation and control by stock ownership and lease as authorized by the transportation act of 1920 are held valid in a ^decree of the federal circuit court of appeals decided on here today in the Southern Pacific Central Pacific case. The form of the decree upholding the interstate commerce commission's order authorizing the Southern Parftc to control the Central Pacific by lease and stock ownership was agreed upon after arguments by counsel for the railways and the government. The government had attacked the commission's order on the ground that the United States supreme court had issued a mandate for dissolution of the two lines as in violation of the Sherman anti-trust law'. The case, it was stated, undoubted ly will be referred to the United States supreme court, and a final de cision is admitted of major import ance in that the force of the con solidation provisions of the trans portation act will be determined.
