Road Fund to Be Used Solely for New Construction No Old Highway Bills Can Be Paid Out of Current Ap r propriation, Says Sec retary Hall. Special Dispatch to The Omaha Bee. Lincoln, June 4.—No part of the $1,500,000 appropriated by the legis lature to meet a like appropriation of the federal government for good roads can he used In paying old bills contracted by the state in road building, pending final settlement of these bills by the federal govern ment. This statement was made today by George E. Hall, secretary of finance and revenue, and is contradictory to a statement from state administra tion sources recently that the reason for a curtailment of road building was due to old hills which had to be paid out of the biennial appropria tions. "I don't believe we can pay a single old bill but of the appropriations for road building voted art the legislative session,” Hall said. "In my opinion it is unlawful. The appropriations were for building new roads and not l aying old bills." This statement by Hall, one of Governor Bryan's appointees, con tradicts the charge that curtail ment of road building is due to old bills. Instead, curtailment is due to the lack of appropriations recom mended by the governor. The federal government offered Nebraska $3,000. ”00 for the next two years If the slate would raise a like sum. The governor recommended appropriating only one-half that amount and the legislature followed his recommenda tion. Now* communities suffering from lack of good roads are clamoring for state work which cannot be sup plied on account of the small ap propriation.' "Were these men in there by your permission'.’" Judge Patrick asked Hillsberg. “Yes. certainly.” "Were they placing cards?" "Yes." "You are guilty of maintaining a disorderly house " Then the judge gave voice to his ruling. June 4.—Exchange of information between business compe titors engaged in interestate com merce. the supreme court held to day, is unlawful when "the manifest purpose” of the companies is to de feat the Sherman anti trust act "with out subjecting themselves to itB penalties." The opinion was rendered In a case brought by the federal gov ernment against the American Lin seed Oil company and others. The court declined, however, to say to what extent competitors, through a central bureau or any other agency, might go in exchanging trade in formation without violating the Sher man law'.
