Wide Flexibility r Permitted in Bids on U. S. Steamers Shipping Board Agrees on Main Features of Sales Plan to Be Announced About May 1. Washington. April 18.—Considerable flexibility will be permitted in the bids submitted in response to the forthcoming offer of the government for sale of existing shipping routes, the shipping boar annaunced today, and further incentive to purchasers will l>e given in a reciprocal guaran i-’-e that the government will not en ter into a field which competes with any route taken over by private op erators. The policy committee of the board has agreed upon the broad features of the sales plan, which will be an nounced about May 1. Bids will be nvited for the purchase of ships for operation on consolidated routes with a widening of the range of ports to be served, both in this country and abroad, a prerequisite of any proposal being that the purchaser guarantee service for a term of years. Bidders will be permitted to submit proposals for purchase and operation of any number of ships on the trade route which they select and within p certain limits, to state what service they agree to maintain. Wide latitude will also be authorized in the matter of terms for payment to the govern ment. it was emphasized, however, that *11 bids will be carefully analyzed to determine whether they amply pro tect the government in the quality of service to be maintained, the num ber of ships to cure for th« com merce offered and the sufficiency of guarantee as to maintenance.
