Friendship Cure to World’s Ills Hughes Stresses Value of Ami ty in Message to Pan American Congress. Hr Ax#ael»teil rr«». Washington, March 27. — A plea that rations set themselves forcibly 10 the task of removing every rem Inatit of suspicion, distrust and latred and earnestly seek the cure for their ills, which is found only in friendship and good faith, was made ’•>' Secretary Hughes in a message to the fifth Pan-American conference in Santiago, ChUe, delivered by Am bassador Henry *P. Fletcher, head of the delegation from the United States. .Mere formal arrangements between nations, tlie message said, are futile in the absence of good will. The assertion was made that the conference should “buttress the foundations of amity” and take "full advantage of its opportunities" in that direction. The real value of the conference was declared to rest in the fact it "generated powerful currents of mutual understanding and friend ly interest" supplying the motive power by which injurious influence might be overcome. Dedicated To Peace. The statement follows In part; "It is with the deepest regret that J have found it Impossible to attend the opening of the fifth Pan Amer ican conference. At a time when we i p witness the economic dislocations. ; the lmproverishment, the distrust and ! hatred that have resulted from the ! great war we have good reason to concentrate on our peoples that peace j reigns in this hemisphere, and the | meeting of this conference affords , :t welcome opportunity to dedicate ourselves anew to the ideals of peace. "Present experiences, reinforcing ihe lessons of history, cause fresh recognition of the futility of mere forma! arrangements in the absence of good will, and the permanent value of the conference lies In the fact that I here are generated powerful currents of mutual understanding and friendly interest supplying the motive power through which any remnants of bus- j picion and distrust may bo removed j and the injurious influences of earlier antagonisms may bo overcome. Republican Committee Defends New Tariff Law Washington, March 27.—The pres ent speculation In sugar Is no more attributable to the Fordney-McCum !>er tariff, the republican national com mittee declared last night, than was the recent speculation in Piggly Wiggly stock. Texas Man Sentenced to Death Three Times; Fares Tiro More Trials Waco, Tex., March 2*. — Hoy Mitchell, with five minutes' jury deliberation last evening, was found guilty of the murder of Grady Skip worth. at Lover's Leap, in Cameron park, here, November 20 and sen tenced to death. This is the third death penalty giv^n Mitchell within 10 days. In the trial charging him with the mur der of AV. E. Holt the jury deliberated ! just nine minutes before returning a verdict assessing death, and in trial for murder or Mrs. Ethel Jacobs Dene camp. Holt's companion, on the night of January 19, but four minutes elapsed between the retirement of the ! jury and its report on a death penalty, j The man is to be tried on two more I murder charges, the killing of Harold ; Bolton, almost a year ago, and the I slaying of AV. British Farm Laborers Are Called Out on Strike Norwich, England, March 27.—A the farm laborers of Norfolk county were called on strike Monday when the executive committee of the Farm ers' union rejected the proposal of the laborers for a three months 'truce in order to place the entire agricul tural problem before the government and also declined a suggestion made by Sir Robert A. Sanders, minister of agriculture, to submit the dispute to an independent arbiter. The strike has not yet become gen- j eral. The laborers’ union is insisting j that all the farm workers must strike, with cither nonunion and union ir- I respective of what wages they are re celving. Coroner's Jury Decides Banker Committed Suicide Chicago, March 27, — A coroner's jury yesterday returned a verdic t that Fred W. Popp, former president of the Logan Square Trust and Savings bank which was closed two weeks ago after Popp's body was found ,ln an automobile, had come to his death ns a result of suicide "while despondent over the possible loss of his bank." Announcement was made that the bank would be reopened as a reorgan ized institution Wednesday.
