Return of Alien Property Bill Is Given 0. K. House Committee Formally Sanctions the Measure as Amended—Prompt Pass age Will Be Asked. Washington, Feb. 6.—The adminis tration measure, proposing return of many million* of dollars’ worth of enemy property seized during the war, was formally approved by the house interstate commerce commit tee, after it had been amended in many important features. Aside from original proposals for return of as much as $10,000 of each trust fund held by the alien property custodian, the measure carrie* the general provisions: Payment to the original owners of all income from trusts by the cus todian. Would Give Back Stock. Return to the original owners, other lhan once enemy aliens, of their stock in corporations, companies, partner ships and associations in such case* where a majority of the stock was owned at the time of seizure by other than enemy aliens. Restoration to the original owners of all patents seized and not now in litigation and not sold to or licensed by the war or navy departments. Prohibiting the return of any part ^nf the property of Grover Cleveland Hergdoll, escaped draft dodger, or other persons, fugitives from Justice of the United States, or any Individual estate. Under the $10,000 return provision, Col. Thomns Miller, the custodian, estimates that approximately 28,000 trusts of less than that amount in total value would be completely liqui dated and that $10,000 would be paid out of each of 2,200 trusts aggregat ing more than $10,000 limitation. This provision would permit the cus todian to turn back outright about $44,000,000 of the approximate $350,000,000 of property now held by him. This would leave about $300,000, 000 to guarantee payments of Ameri can claims against Germany, in addi tion to the $200,000,000 worth of the once German-owned ships which the American government now holds. Big Fund Returnable. Colonel Miller estimates that the payment to the owners of the income from trusts would turn back from $6,000,000 to $7,000,000. Under the stock provisions, part of the stock of many corporations now held by the government would be re turned to the owners. It is estimated that from 6,000 to 6,000 patents will be restored to their owners under the patent sections. The Interstate commerce committee plans to report the bill to the house within a day or two and Chairman Winslow will ask for its passage in the senate before the end of this sea son, as the measure will enable the custodian to close up much of the -business of his office. f - I Report Exonerating Head of Welfare Board la Filed Report of the welfare board ex onerating Wally Wilson, superinten dent, from charges of incompetency and discourtesy preferred against him by Commissioner Dan Butler, was submitted to the city council yester day by Mayor James Dahlman, and placed on file. The investigation by the welfare board was pursuant to a resolution passed by the city council. "If the investigation was worthy of a report to the council, a tran script of the proceedings ought also to he filed,” Mr. Butler declared. Rohrer Says Carroll Is Not on Federal Payroll Robert Anderson, group chief of r, a Rohrer s men hpre, declared yes terday that statements from Lincoln tnat Tom Carroll has been drawing two salaries since his appointment as chief deputy law enforcement officer for Nebraska under Governor Bryan, • re untrue. "Carroll resigned as a deputy pro hibition agent woking out of this of fice on January 14, the day he was appointed by Governor Bryan,” said \nderson.
