    Criticism Drives
Indian hind Bill
Back to Committee
Measure Charged illi Dis
criininating \gainst Pueblo
Indians in New Mexico—
Framers Deny (-barges.
Omaha lie#. Wire.
Washington, Dec. 9.—The Bursunt
lull, dealing with Pueblp Indian lands
in New Mexico, has been recommitted
to the^enate public lands committee
ns a result of strong criticism directed
•gainst the measure since Its passage
by the senate several months ago.
Charges have been made that it
grossly discriminates against the
Pueblo Indians in New Mexico and
that It would bo used as a means to
deprive them of some of their most
valuable lands, which they have held
for centuries during Spanish, Mexi
can and American administration.
Charges to lie Sifted.
Although these charges are vigor
ously denied by framers of the bill,
prospects are that they will be sifted
to the bottom at hearings which the
I'liliU*■ tiinds committee will institute
•it tin early date.
The bill was introduced in the sen
ale nml' r the sponsorship of Senator
L’ursum, New Mexico, republican,
upon recommendation of Secretary of
the Interior Full. It was stamped as
an administration measure and if
went through the senate during the
■ losing days of the last regular ses
sion without much discussion.
When it came up on the calendar
Senator Borah. Idaho, republican, in
ciuired whether it sought to settle
claims or whether it was merely au
enabling act for settlements. Senator
Bursum replied that it was an en
abling act. It was promptly passed.
Immediately upon its passage, how
ever, a storm of protest began to
reach Washington from the Indians
and the friends of the Pueblo Indians,
which include many artists and scien
tists. They contend that the bill Is
something more than an enabling act
and that it is unjustly discriminatory
against the Indians.
Old Settlers Trulest.
There was also some dissatisfaction
on the part of some of the old settlers
of New Mexico, who occupied lands
included in the Indian domains and
who, it Is asserted, would be put to
considerable expense ip clearing their
titles to property.
Immediately upon the reconvening
of congress, Senator Borah, at the re
el uest of interested parties, moved to
recall the bill from the house. The
motion was carried and the house
complied. The artion was tAusual.
but effective. Once the measure was
returned to the senate. Senator" Borah
moved that it be reconsidered. This |
motion was likewise carried and it
was then recommitted to the public
lands committee.
It Is understood that all persons
who have a grievance against the
mensure will be Invited to express
their views before the committee and
prediction is made by senators that
the measure will be largely rewritten |
before it emerges again from the j
committee.
Big Homestead Rush
Los Angeles, Dec. 9.—Resembling !
the '"gold rush days of '49,'' approxi
mutely 400 persons Jostled and milled
together recently ubout the offices of
the federal land receiver In an effort
to file homestead claims on 10,0o0
acres of choice southern California
land which havo been within the con
fines of the famous Irvine ranch near
Santa Ana for more than 00 years.
Most of those who appeared at the
land office sought leave to file on the
full 160-acre quota allowed under the
government homestead laws. However
.there were others who asked fftr but
40-acre plots. The land on which the
files were made was supposed to have
been contained on the original Mexi
can land grant, but the filers, who are
disputing the claim, stated the own
ers of the ranch included within its
boundaries 10,000 acres of land not a
part of the original plot.
