To the Senate and House of Represent atives : 1 have tbe honor herewith to submit the report of the Ceotenial Comminaion ers, and to add a word in the way of recommendation. There have now been international ex positions held by three of the great pow ers of Europe. It seems fitting that the one hundredth anniveraity of our inde pendence should be marked by an event that will display to the world the growth and progress of a nation devoted to free dom and tbe pursuit of fame, fortune, and honors by the lowest citizen as well as the highest. A failure in thh enter prise would be dep!orble. Soccer can be assured by arousing public opinion to the importance of the occasion. To se cure this end, in my judgment, Congres sional legMation is neces-ary to inaVe the exposition both national and inter national. The benefits to be derived from a successful intcrntinna) exposition arc manifold. It will necc-sarly- be accom panied by expenses beyond the receipt of the expoMtion itoIf, but they will be compensated for many fold by the cout miugling of people from all tactions of our own country, by bringing together the people of different nationalities, by bringing into juxtaposition for ready ex amination our own and foreign skill and progress in manufactures, agriculture, art, stsmoe,'aod civilization. The selec tion of the site for tbe exposition seems to me appropriate, from the fact that one hundred years befor the date fixed for the exposition the Declaration of la depenuenoe, which launched s ia the gaiaxy or nations a.an ladepeuJeat peo ple emanated from tbe same spot.
