The best plan is to harrow the fall plowing both ways with a light harrow ; this will break the cases t'.iat the eggs are deposited in and throw them to the surface of the ground, where they will be exposed to the sun and the tall rains, which will cause them to decay. It will also give the birds a chance to work on them and in some localities they will hatch before cold weatner. In the second place the farmers should not burn any straw, stub te, prairie grass or co'.ubus.ibie matter jntil.the grasshoppers hatch out in the spring, and then burn before the hoppers get largo enough, to travel. The burning should be done as sou as the young hoppers make their appearand, and before they have tir.n to get on the plowed land in the spring. If this plan is strictly a Hiered to these pests will be nearly all dest royed, or so much so that we shall not suffer much from those that are left. I would also suggest that this honorable body which convenes at Omaha should take some action reeomm-Mi ling the Lagisl:iLur ) to pass a law prohibiting birds of any kind, wild chickens or anything that 'can help to exterminate thesi pests from being hunted, trapped, or killed in any way, for such a length of tim as they shall think best until we shall have these hoppejs exterminated. "And also the further sum of twenty-live thousand dollars for th purpose of paying the salaries and ex penses of u commission to consist of thrt-o entomologists and two western men who have had experieuce with tlie locusts to be appointed by the chief of said survey, wiih the consent and ap proval of the secretary ol the interior. It shall be tlie duty of said commis sioners to examine into the history and habits of the said locust, and make re port thereon, and also suggest such means of destroying them or remedies against them as their investigations shall prove most practicable." Htajh'u!, That the governors of each stilts and territory be advised to ap point a commission of one or more compftcnl persons whoso duties shall be to visit the towns and counties of each state and report the facts and ob servations to the governors, and also to organize each county and precinct in such manner as may be deemed ex pedient, and also to appoint in said counties and precincts suitable persons io receive and distiibute such docu ments and pamphlets containing gen eral information and meiinsofdefen.se :is will be provided by this conference, and to report such organizations and names of committees to the respective governors. Jltx')r :!, That in our opinion it will be wise and politic for the legislatures of each of the states and territories most deeply interested ia the locust question to enact a state bounty law, offering a bounty .for the collection and destruction of the eggs, and for the destruction of the unlledged in sects. 2islnl, further. That we recom mend to tho several legislatures that they authorize local taxation for the purpose of systematized elTort in the way of ditching, burning, cc, as the local authorities may deem necessary or desirable. We further invoke our legislatures to adopt such practical measures us 1 ave proved eflicacious, and such us further experience may suggest, including the repeal of the existing game laws, or such modifica tion of thorn as will prevent the de struction of birds which feed upon the insects; the prevention of prairie lires until a suitable time for the destruc tion of the young grasshoppers by tir ing the grass ; the encouragement of tree culture for promoting moisture and harboring birds, and such other means as may promote the great end desired. We shall give nc-xt week a synopsis of the report of Prof. C. V. Ililey, State Entomologist of Missouri, who, probably, stands foremost among those, who have given this matter their at tention.
