IIkkaud: In all communities there is a certain class, who never go far beyond the limits of the county in trhieh they were born. Averse to ino vation, they believe that they inhabit the most favored localities, and have nn insurmountable abhorrence of new ountries, firmly imbued with the con viction that the latter are denolatewi! dernessf 8 in which the inhabitants suf fer perpetuAlly from want and plagues. Thev magnifv the occasional ravages of the grasshoppers into an annual c.-t lamity, and the loss of a crop into s comfnon occurrence. Drouth ami other calamities are con sidered a natural inheritance of the Far West, particularly that portion of if bevond the Missouri, but the older States are not always exempt from them, and they are becoming more fre quent as the country is denuded of its forest. But from the variety of crops raised, and a large portion of the popu lation being engaged in manufacturing. they are less noticeable in their e.Te:t in the east, and in case of adefic rc,tl e granaries of the west are always open to meet it. All flour and large quanti ties of corn are annually diawn from that source. The section of the entir State from hich I write is filled with hills that rise and roll in every direction. divided by hollows, ravines, and valleys, and t mlioso nin? an occasional sheet of clear ;vater. Here and there the hill ; ic coped by p.Uckes suid strips of woodland, while their sides are flecked by orchards which are now loaded with golden f u it. The land is covered with gr.'en grasses an 1 is threaded by tiny streams of uater that rise from springs at the base of every hill. There is every element present, to produce an admirable landscape, but aature has not been lavish of her fa vors, the soil beneath the carpeting of grass is scanty and stony. The fields fenced with stones which have been taken from the land ; but still they form the predorninent element of the soil. But notwithstanding the scanty soil and great quantities of stone, the grassy hillsides and the abundant supply of cool spring water, render this the first dairy country within the limits of the Union. The mellow soil of the prai ries renders the west preferable for general farming; but for this particu lar branch of it, this portion of the rouutry is preeminent. Dairying re quires a cool climate and an abundant supply of pure running water. Th formtr requisite, usually found be tween the i0o and 43" of latitude ex ists in the Western States, but they are deficient in the second in which a hilly country usually abounds. Three years ago there occurred a se vere drouth throughout this region, and there being a short crop of hay, cows wre sold on the approach of win ter at Texas prices. The fore part of this season opened with abundant rain and a good crop of grass was cut, but at the beginning of July there com menced a drouth which continued to the 15th inst. flrass ceased to grow and soon lost its green hue; grain was ftunted and yielded scarcely more than a half crop; and the same is true of po tatoes and most other species of pro duce. But far away across the conti nent the IIlkald bring tidings of tor rents of rain in the land of traditional drouth. There are floods and floating bridges, while here streams dry up, and n mat y places cattle are driven long .Ustances to wate r. A hundred thousand pounds of hops are annually consuiaed in the United States in the manufactory of beer, and in the preparation of our bread; and large quantities are often required for exportation to Europe. Twenty years ago this was the center of the hop growing district of the country, and added much to its wealth. But the bruise attacked the hop, whole crops were nearly destroyed, and the yards were generally abandoned. Attempts were successfully made to raise them in Michigan and Wisconsin, and. on their destruction by the louse, in Cali fornia, and finally the report is current :u the Press that 250 tons will be rais ed this year in a little valley on the dis tant borders of Puget Sound. Hop growing has partly revived in the Em pire State; but she has lost the monop oly, and her loss was equal to that oc "Hsioned by the ravages of the grass hoppers for several years in the west. Weevil and other vermin render it practically impossible to raie wheat mi this region, and supplies of this grain u:vp been successfully drawn from Ohio. Illinois, a:id now in great part from that portion of the west occasion ally devastated by the grasshoppers. Let the inhabitants of the latter region console themselves with the reflection that they do not alone suffer from in sects and pests. The hop louse and po tato bug form an array nearly as for midable and destructive as the hosts of grasshoppers. The ravages of the latter can be mainly alleviated by the establishment of manufactories, ren dering large quantities of grain tinnec ?ssary for the purchase; u 1 freightage f every article of nianutacture. This :s the remedy which is so potent at the east. A dispatch from Ragusa, vesterdav, savs: "Alter the capture by the Turks of the hill of Vis okaia. on the 9lh inst., Dervish Pasha advanced in the direction of DanHo grad. On the 10th and 11th fie defeat ed various small detachments of Mon tenegrins. In one of these engage ments the Montenegrins lost eighty men. On the 11th inst. several bands of Montenegrins attacked and almost surrounded Dervish Pasha, and simul taneously attacked Podgaritza with five battalions. Dervish Pallia was compelled to retreat with heavy loss, and to detach a considerable force for the relief of Podgaritza. Fighting continues between Moukhtar Pasha and the Montenegrins, and the former is unable to make anv forward move ment." Bkrli.v, Oct. 13. The creditors of Turkey have seized 292 Krupp guns, which were being shipped from Ant werp for Turkey. Constantinople, Oct. 13. It is stated that, in addition to the note specifying the conditions on which the Forte grants an armistice, the Porte vesterdav delivered to the ambassadors a note justifying the refusal to enter tain the peace conditions submitted by the great powers, especially the au tonomy proposed for Bosnia and Herzegovina. London, Oct. 13. A dispatch from Belgrade dated to-day says: "The Ser vian Cabinet Council dee:ded not to accept the six mouths armistice deter mined upon by the Turkish Extraor dinary Council last Tuesday' because Servia could not maintain her present large army during the winter, as she will also be obliged to support a large number of refugee families. Bakcklona, Oct. 13. Gen. Campos has taken leave of his garrison. Jovel 1 ir retains the Captain Generalship of Cuba, under the orders of Gen. Campos as Commander in Chief. It is beleiv ed taat Campos will induce the insur gents to accept terms, and that the more resolute leaders will leave the island for a pecuniary considcrat on. Philadelphia. Oct. 13., lue cen tennial committee are at work pr. par ing the programme for the exercises of the day of closing, which they desire to render as imposing as the day of open ing. The committee having the mat ter in charge, consisting of (Jen. V. Gurney of S.C.. C. J. Morrill of Pa., and W. A. P.urins of Texas, make tneir preliminary reports this afternoon. and by the beginning of the week it will be finished. Kansas city, M"., Oct. 13. Frank James, o:;eof the Clay Co. desperadoes, was arreste I at 4 o'clock this evening, ir a the Big Blue, at the residence of Dr. Nolaud. about ten miles west of our city, by Pinkerton's detectives, live in number. They surrounded the house and made the capture without any exciteiiu nt savesueii as the female portion of the family in.tuifeted. Frank was at the doctor's, under treat ment for a gunshot wound in one of his knees, received in Minnesota. The grisoner was taken to the railroad track and arrived in our city about 5 o'clock, and from here was taken to Wyandutte, and is now probably on his way to Chicago. Nr:w Yokk, Oct. 13. The imprison ment of Tweed's partner, Elbert A. Boston, Oct. 13. The steamboat ex press train from Fall River for Bos. on came in collision this morning with a local freight train at Randolph. Two engines of tin: steamboat train and the engine of the freight train, wi ll the baggage and cra e cars were complete ly wrecked.
