Italy is recalled.
The early resignation of Von Ixnnhurg
minister of foreign affair?, is announced.
Uaron Gerrioke de Ilermeven, now
minister to Uelgiuni. is spoken of as
likely to succeed to the olik-e.
The newly appointed Director of Pub
lic Safety has issued a circular, addressed
to the prefects of the several depart
ments; announcing that such parties as
furni.-h provisions to the enemy willingly,
with hope of gain, are to be treated by
court martial as traitors. Gambetta has
has also notified the prefects that they
must impress upon the mayors of the va
rious towns in their departments the
imperative duty of defending even
town. Those who fail to do so will be
dismissed, and the towns themselves
officially denounced.
The inhabitants of the departments of
the Jura Voscres have forwarded peti
tions to the authorities against the ac
ceptance of any peace based, upon the
surrender of one inch of French terri

sisting of one from each State and territo
ry represented, was appointed to take

Secretary, and Silas Rent Treasurer.
A vote of approval of the action of Con
gress in refilling to make further ap
propritions for improvement 'in public
buildings in the lb strict of Columbia,
was unanimoticy adopted. Adjourned
sine die.
New York, October 20.
Attorney Central Ackerimtn has es
tablished iiis head-quarters at the A.-tor
Ilouse. where he will remain until after
the election, to pronounce upon all ji;est
ionsof law that may arise. He, is in
structed to see that all the rights of citi
zens are re-pected. and that the authori
ty of the United States government is
maintained in all its integrity. lie was
in consultation with U. S. Senator Conk
ling yesterday, and the Senator sube
cfdcntly remarked that the determination
was to enforce the act of Congress at
all lyizrads. No doubtful! or questiona
ble power will be assumed by ollicers but
they will enforce such provisions as they
are assured they will be sustained in ex
ecuting. Tl preparations for that pur
po.-c are being perfected every day, and
there will be no luck of authority to back
up the officers. The 8th U. S. infantry
will arrive in New York haibor to-night
from Charleston. The regiment is abou
COO strong and will be reinforced by
about 400 recruit- who awaU its ai rival.
It will find quarters on one of the islands
l n j-ast river, and when the emergency
is over will proceed to the Canadian
frontier and go into winter quarters.
)ther forces of considerable strength will
fi nd it convenient to concentrate in the
vineinity of New York during the next
two weeks; and, though few people will
probably ever see them, the fact that
they are on hand will be consoling to
one parti' and w ill exercise a wholesome
influence upon the evil doers of the other.
The United States officers charged
with the dutv of exacting the laws of
Congress for the preservation of the bal
lot mean business this time, and the
government 'means to sustain them.
The Attorney-General telegraphed to
the President that matters were quiet in
this city, and that resistance on Monday
was not of a serious character. Secre
tary Robinson left this city tn Monday.
Naval forces at Brooklyn and upon the
the waters of the New Yoik harbor will
be held in readiness to sustain officers in
executina processes and enforcing the
laws. There is no backwardness any
where. Four thousand troops are to be
stationed in New York in November to
preserve peace aud enforce the ejection
laws

A correspondent . of the Times tele
graphs the following from Versailles,
dated te "Joth : It will ben few days
yet before the Germans bombard Paris.
In an action on the lilst sixty-five bat
talions took part, supported by twelve
batteries.
A dispatch from Bombay announced
that the day has been fixed by the Chi
nese for the massacre of all foreigners.
The' are making and distributing their
tools accordingly. The Consuls every
where notice an increasing hostility and
insolence among the native population.
There is much excitement among the
English and French residents.
The capitulation of letz was not
signed until Thursday night. The city
will be occupied by the Germans to-morrow.
The whole number of prisoners is
now reported at 1 73.OO0, including three
Marshals and 0. officers. One hun
dred runs were fired at Berlin yesterday,
iu honor of the surrender.
New York, Ostober 2. .
A renewal of the war between Vcn
derbilt and the Erie roads seems to be
pending. The new Erie Branch Com
pany to the suspension bridge will be
opened next month, but Van Dorbiltby
the construction of another train at the
Erie crossing has blockaded the rails j
near the suspension bridge. j
The Young Pcmocraey have repudia
ted their nomination of Fernando tVood
nd now support General Hillyer.

Heavy fighting was heard to-day near
Paris, the sound coming from the de
fenses between L:i Yillette and Mont
Martre.
The Germans who occupied Yersoul
in considerable numbers have left for
Gray-sur-Soane. This movement down
the valley of the Soane is believed to be
the first step of the advance on Lyons.
The court of inquiry on the blowing up
of the citedal of Laon acquit the com
manding officer of all responsibility.
A letter from Garibaldi is published,
in which he says that heat first sympa
thized with German' when she sought to
overthrow Napoleou, but now he sympa
thises with France, because she has
made herself a republic.

The Iluzeiger says Germany in regain
ing Mctz, has the strongest point on the
Moselle, and must keep it.

ulation of Bazaine with bis army at
Metz in conformity with an under tend
ing arrived at with the King of Prussia

Mr. Bceeher recently inveighed in his
strong and pointed ttyle against spit
tcrs. He said :

smokers are the na-liest creatures God
lets live. The snail that leaves his slime
in his track is a clean creature beside the
smoker. When I go into the cars, and
see the puddles of spit on the floor, I
feel like taking the men that made them,
like pupies. and rub their noses in them.
Go look on the side of the boat called the
''gents' side" (they do well to say 'gent.
I'm not a "gent' but a gentleman)
after two hundred have cbeweiand
squirted. I pity jlnt woman that mops.
I have thought of writing an article on
this very thing, and 1 11 do it yet. The
dirty fellows, soiling sverybody's dresses.
(I don't care, though, when they are
long!) You examine people for mem
bership on drinking. I'd like to exam
ine them on smoking. Yet with ad this,
I have set as sweet as a rose-, and let
them puff' their smoke into my very
nose; ami I have thought that if the."

lady slap a man in the face and throw

One day a mother asked her little boy,
as be was about going to bed, if fie
would let her hear him say his evening
prayer. Without hesitation, and with
the utmost seriousness, the little son
knelt down and prayed : "Dear Father
in Heaven, plc-ave give me a strong
stomach, that I may eat all the water
melon I want." Here was a prayer
oflerd in sincerity, not for an imaginary
but a real want. It had been no trifling
altliction to the little boy that while lie
loved watermelon better than any other
article of food, lie could only eat a liule,
while his mates devoured it to the full.
Some time after this the mother again
asked the little boy to let her hear his
evening prayer, when to her surprise, h
offered the same petition. "Do you,
my son, never pray for anything but a
strong stomach 1 " "Why, mother,"
said the little fellow, with perfect sim
plicity, "1 shall pray for that till God
attends to it."
Theory of il:iiaUcr.
It occurs to the writer that the cause
assigned in text-books for the phenoui
enon commonly called thunder, is neither
satisfactory nor correct. In substance it
is this: The electricity in passing from
one cloud to another, or to the earth,
makes a vacuum along its course ; and
what wo call thunder is the subsequent
collision of the divided atmosphere.
Ibis is perhaps true, if we aecepf it as
a statement of a result; but 1 think it
affords a partial explanation only. My
theory in regard to the phenomenon is
this : The electricity in passing from
one cloud to another or to the earth, de
composes the water iu the cloud into com
ponent gases; and the great heat of the
electriciy ignites and explodes the gases,
and re-forms them into water.

if an explosion does not take place L
cannot understand why t lie mere passage
of electricity, through cloud or through
the open air, chould not be quite a.
noiseless as the passage of any solid
bodv would be through either or both
of these niediie.
The violence of the explosion depends
on the volume of electricity set free, and
the amount of water decomposed ; or if
a volume ot electricity pass through a
perfectly dry medium, there could be no
decomposition of water, and conse
quently no detonation.
And may not the fact that wc can see
electricity depends upon th-? combustion
of gases involved in the decomposition
of water in the atmosphere? Scicnt'jic

A correspondent of a leading fashion
journal in commenting upon the current
fashions for ladies, says that girls of 14
to 18 years of age should be warned
against destroying tlieir own hair for all
the future, by wearing the masses of
false hair now in vogue. If it has been
kept ,-hort, as it should be until they are
12 years old, it wi.l be .lust the right
length to braid and wear flowing; if it be
too long for that, let them braid it loose
ly and tie at the top with ribbons, so as
to form braided loops, but let them on
no account mount a heavy chignon.
