I North and his "Pawnee Scouts" nobly upheld the honors which the Nebras ka soldiers have heretofore given the Territory. One of the Scents.' came into camp about two o'clock on the afternoon cf the I0:h, and repotted .having seen some Indians passing to' the North, down Powder River. Capt. North re perted it to Gen. Connor; who ordered him to take his company and pursue them. In a few msnutes they . were git mounted; and it was the most pic turesque scene I ever witnessed; all but the officers rode bareback some in Indianfashion, nearly nude, others with their shirts cn, and others with their whole uniform on. About three miles from camp, they discovered the trail; gave the war-whoop, and storied into :i gallop, which they kept up with out intermission un.il they came to where the Indian: had crossed the riv er, and taken to the hills. Here ' the signs became so very fresh, that the Captain ftlt confident that he could overtake them before dark, it then be in Mmdo.vn. Lieut. SrraW was sent bac here with fourteen men, to take charge of their camp, and the Cap tain with 43 men proceeded on after the ludiar.s. Capt. Thus he moved until near daybreak, whem he saw the camp fire. He immediately turned olf from the trail, into a ravine, to await daylight in which to attack them. At the first break of day, the Cap tain remounted his men, and proceeded in silence to where the Chevennes had camped, and found that they had left. He then started off upon a gallop, knowing that tkey had not much the start of h:s command and that he would soon overtake them. The important question as to wheth er the phcy which President Johnson has so f;r pursued, in proceeding to wards the reorganization of the rebel lious Sta.es, is a tentative policy, ex peiiiiiennl in its design, and to be fol lowed ou , modified or reversed, accor ding to .he dictation cf results, or whether t is a policy fixed and deter mined aid to be insisted upon this important and much mooted question has received an authoritative answer. In a speech nt Chillicothe, Ohio, on WednestJiv last. General Schenck reported '.o his audience the President' own declarations upon the subject, made to himsef in a recent conversation. In a full, free interview with Mr. Johnson, only ten days ago, General Schenck .vas assured by -the former that he regarded the local governments set up in the rebellious States oa tem porary experiments, simply to give the people an opportunity to show whether hey will develop the ripht spirit and policy necessary for a full restormicTi to their proper position in the Government. Whi'e regarding ihem as experiments, he intends that the militr.ry power of the Government shall hold them in check, so that if they be found straying back into re bellious ways, the military will be there to prevent them from again making the trouble they have heretofore caused. . The President, says Geo. Schenck, referred to the course that had just been pursued in reference to the Richmond election, where the citizens manifested their rebellious spirit by electing to office the very men who had recently be;n in arms against the Government. It was with his sanction that the mili tary authorities had 6et aide that elec tion, and he gave this f.s an example of what mih: be expected in other cases of a shinier kind. And so the Democratic dream o? a conflict, next winter, between an obsti nate Executive and an opposing Con gress is rudely dispelled. If the Pres ident's experimental policy with the South develops satisfactory results; if the people of the Southern States de cently, honestly and sensibly act upon the opportunity afforded ihem, reor ganize local governments for them selves in fair conformity with the new condition ef things, do justice to the emancipated negroes, and in all re spects show themselves submissive to the judgement of the court of war to which they appealeJ, then that policy will be approved by Congress, and the Executive and the Legisluture will be in acreemtnt wjih -achoiher. But if "ontheothrr hnd, the orprrim? n'al policy of the President prove? unsuc cessful, developing an intractable, ma lignant spirit in the people ot the South, and a treacherous purpose to evade the obligations of their surrender, then that policy will be reversed, and the Presi dent and Congress- together will concert new measures, shaped by the instruc tions of this experiment.
