SLAVERY QCLSTIOrr. . A bill to abolish slavery in the Terri tory of -Nebrasbrt was introduced by Mr. Daily cf Nemaha, and by a close vote the reports cn the same were laid cn the table. 'Mr. Daily, just cn the eve cf the session, called it up again and by a vote cf the House it was within a vote cf be ing indefinitely pootpcrred, end might have been killed entire suspension cf the rule, if the opponents had desired to do so. Rut they preferred a test vote emits passage; upon which the vote was taken and the bill passed the House by twenty three for abolishing slavery, and six against it. More might have voted for o to o the till, but the supposed they Dred Scott decision covered the whole grounl, and therefore it was useless' and unconstitu tional to pass any such a law. . It is extremely doubtful whether that decision affects such cases as this bill but if it does decide that the Territorial Legislatures cannot abolish slavery, then that bill was useless, anl calculated to produce difficulty and hard feeling. II ;t, on the other hand, if the Legislature has the power as conferred by the organic act, then it was legitimate and proper to let the people legislate to suit themselves. The bill was indefinitely postponed with only cne opposing vote in the Ccun- HOMESTEAD. This bill passed the Council and then was sent to the House where an iam or- taut amendment was tac. returned to the Council, r concur, and the Ileum : a cn ii: ana r fused to ' T4,.r hilled the bill and it failed to become a -, , r-. - , o t r- . , -, , f ' r 1 - h.i t.. i.i v . .Ultoi, Had that bill become the l.r.v, there i3 lut little doubt b .t that the people wee: ! i to. ......... o . its r ream cm Tilefcre another semleu. a I t ' auLr.OAE. ii . . u .... tv..n ..... i era ce t: . . u:e I -X J scuri river railr. ad line a! if - . f 1 .- ! r.'--to T - .. . ,. at.. t i i Cj. v c r it r. r ear raiTr in. ..... t '--- rr -1 It is a r . .,1 Coaaeti . ... ......
