But nothing herein contained shall be so construed to repeal the joint resolution of twentieth of Julv eighteen hundred and fiftv-fonr "to fix the compensation of the emplovees in the legislative department of the governmentand to prohibit the allowance of the usual extra compensation to such es receive the benefit thereof," which said reselution is hereby de clared to be in full force and effect, except so far as licrem provided for, .
