A Bill has' also been introduced in the Council and passed its first reading providing for the removal of tbe Capitol cf Nebraska from 'Oaiaha Cifr to Douglass, inLancaster county, This will be the leading matter for action at the wefect Session cf the Legislature. The Capitol question being the leading topic for discussion not much else is'goingon.Tbe "Third House," an independent Xegislative .organization, holds its meetings regularly each reu;rg in tbe hall cf the House of Itepre '..sratitives, and is characterized by "fun and ancj.w J. Steeling IIoutox was, at its br- jacizatioa, elected "SpaaUer Governor," and '-cu last evening delivered his "inaugural I need orlv b.iv all admitted it to be an "oi na rroduction." By the way, Morton -de livered a Lecture on Tuesday evening last be. fore the "Omaha Library Association." Every one supposed," especially from' hU subject "bs himself again"; but were very much dis appointed yet highly delighted with his effort. There was just enough "Morton" to spice the Lecture. Instead cf treating the subject in regular "B'hoj" stylo as many are disposed erroneously to interpret the saying "young America," he took up the various improve ments and progress of the age, treating them ia a very happy style in short the speaker "astonished the natives." - January ISth,' '57. ' . To-day both" ITonses adjourned over until Monday. "Little has been done thus far, save the action cf the Legislature relative to re locating of the Capitol. In my last, I informed you the Bill had passed the Council, by a vote of 0 . to 4.; Yesterday, the Bill passed the Ucuse, by a vote f 23 to 12. The Bill will Undoubtedly be vetoed by the Governor. -He could do nothing else under the circumstances. ' A joint Besolution . ha3 passed both Houses, electing IU W. Furnas Territorial Printer, for one year from this day. ' m' . An endless number of Bills have been In troduced chartering Banks, Railroads, Bridges, Ferries, Territorial Boads, Colleges, Salt Com panics, Agricultural Societies, &c., &a, which will be acted upon in' a few days. Those asking for Bank Charters are presenting themselves in a somewhat different shape than those now in existence, viz: a deposit of United States, or ;t'te Stocks, or mortgage on unincumbered teal estate, as security for the final redemption cf Bills. : . '57 The Bill to re-locate the Capitol cf Nebras- la ha3 passed tbe Council by a vote cf 9 to 4, ' and at the present writing is before the House . oa its Erst reading. In its passage through the Council the Bill was strongly opposed, of course, by the Omaha City Delegation; yet no im proper spirit was manifested by either the Del egation or tho Lobby members. It is to be re 'gr.ted the same cannot be said cf the House. Here is a matter for the citizens of the City of umahato take into serious consideration. The - "Delegations from the various portions cf the . Territory came here as the Representatives of the people claiming, and are justly entittled to. tic right cf expressing their opinions upon the .question cf "removal of the Capitol" or any 1 questions cf general cr local interest, and ade-( malcf that right by any portion cf the Terri . tory, either by words or actions, cannot fail to result ia very great injury, not only to the particular locality from whence it comes, but to the Territory" at large. That a feeling is sibroad that Omaha City iuSuence has hereto fore governed to a great extent at least, Legis lative action, is a fact notorious; and whether manifestations during tbe present Session, are ,2:ot calculated to ttrcngthen that opinion,. is matter which very materially presents itself to very reflecting mind. That such actions are sustained by the masses in this City, I do cot fort moment contend. " But that tlicy exist is &a undeniable fact; and that they have .) euicidal tendency not only throughout Ne bfiika, but abroad must be admitted. '" 13 CAFIIQL QTJLTIC!T. ' r We have refrained from all manner of con- troversv touching the exciting and momentous subject which forms the caption of this article. This may seem strange as our interest lays SoutV of the Platte; it might be expected of us to Jet loose our artil lery against all who have opposed a removal of the Capitol. - -' ' ' i .' ' It is humiliating and deeply to bo regretted to hear of so many accusations of dishonesty, treachery and corruption .among .those who have been elected to make wise and pure "laws for us r how painful to read that we 'have "an old, imbecile, lot-bcspotted, grandmother to preside over us a3 Chief Executive ; it is awful who ever heard of the like before- shameful for the President of the "United States to so far forget himself a3 to appoint' a man to the office of Governor who could not appreciate tho interest of South Platte, and a few' of the leading characters in and around a "City" not a thousand miles off. - - " . Taking a view of the other side of the question, we find "matters and things" assum-: ing an aspect equally gloomy and corrupt; those who,, a short time since, stood fair and above all suspicions with their constituents are now charged with bargain and sale," of all kinds of base intrigue to retain the Capitol at Omaha in opposition to the wilFcf the major ity; that thousands of dollar have -been freely spent in buying votes, &c., in favor of the "everlasting minority." - , ; .
