promises had beon made by Mr. Morrison, with
the sanction of Mr. Moody, to give tho Alton
the benefit -of the status of "state's evidence'
But now Mr. Morton's friend, Mr. Shoats,- has
become an interested party in tho affairs, of the
Alton, there is a lightning change in this re
spect. These 'circumstances are not cited because
the Inter Ocean desires to sit Jn judgment either
on the effort to punish the Standard Oil company
to the limit or on tho effort to spare to. the limit
Mr. Morton's friends for the Alton railway's
equal responsibility in th3 very same case. They
are cited because of the questions they suggest
to all thoughtful minds:
Why and how is it that zeal for tho punish
ment of offenders seems to cool In Washington
whenever and wherever Paul Morton and his
friends seem likely to got hurt?
Why and how is it that the attorney gen
eral seems under pressure to keep two kinds of
justice on tap ond the kind meted out to Paul
Morton and his friends and the other the kind
poured out upon the rest of us?

"I am glad to note the constantly increasing lists
of subscribers, and judge that the total must be
something Immense. The matter of fact method
employed in the discussion of public questions
presents the issues so clearly that those not
in accord with reform And it difficult to pro
duce argument intended to sustain their posi
tion, trusting more to jugglery and the sim
plicity of their auditors for victory than to meet
facts.. Increase the circulation of The Com
moner everywhere. It sets people to thinking.
When they" think they are likely to act, if they
act with only horse sense along democratic lines,
the realisation of Americanism and til that it
implies will be: speedily Testored."
