ernment going to admit, on the eve of a presi
dential election In the United States, that the pub
lic disorder In the Philippines Is too great for him
and his corps the right arm of the civil govern
ment to handle?
When the constabulary cannot protect (ho
peaceably Inclined coast people, these latter aro
compelled, oven If they are not already In active
sympathy with their hardier brethren of' the high
lands, to get up a modus vlvendl, whereby .they
become, Ipso facto, accessories to the crime of
"Brigandage," technically, at least. The writer
did not meet this ugly proposition In concrete
form, in the case of any specillc defendant. But
It would havo come, sooner or later, had ho re
mained in Samar. Ho loft that ill-fated island,
November 8, 1001, determined, if he could ?ot
well, to ask to be stationed in Manila. For, as
Edmund Burke said in his speech on "Concilia
tion with America," "I do not know the method
of drawing an indictment against a whole people."
Looked at from the Oriental end of the line,
tho governing of the Philippines by "their supposed
friends from ho antipodes has not been unllko
a game of battledore and shuttlecock between
rival political creeds at home, in which Ihe un
fortunato Inhabitants havo been tho shuttlecock.
Space does not remain sufllcicnt to do more
than briefly suggest how true this Is, also, of the
Washington end of tho line.
For tlio benefit of American cotton manufac
turers, cheap English textiles, previously worn by
and satisfactory to millions of poor natives, have
been shut out of tho Philippines by a practically
prohibitive import duty, a surtax of 300 per cent,
imposed by tlio United States congress (act of
February 25, 1900.)
For the benefit of American shipping Interests,
the Philippines havo been treated by our maritime
legislation as part of tho United States, by exten
sion of tlio coastwise shipping hnvs to tlio arch
ipelago. For .the benefit of American sugar and tobacco
interests, the Philippines havo been treated by our
tariff legislation as foreign territory- Those in
terests defeated tho effpi't-tb g'lve to the Islands
niio' benefit or neiru'cMn of the duty on Philippine
products to twenty-five per cent of the Dlngley
tariff, their representative insisting before the
committee on ways and means, almost in the lan
guage of Mrs. Jcllyby's critics, "I believe our
own children have more claim upon us." The lead
ing Filipinos perceive, as clearly as wo American!
do, that in the nature of things this sort of argu
ment will always be an obstacle In tho path of
their progress, so long as haman nature retains a
modicum of selfishness.
The instinct of self-preservation of our own
sugar and tobacco producers would surely bo sat
isfied with and lend their support to a free-trade
or at least a lower tariff measure between this
country and the Philippines, If the same wero
coupled with a promise of Independence within a
decade. This seems to be the only solution that
is at once righteous and practicable. It is ihe
only lover that will lift the Philippine ship of
state upon tho ways, and launch her successfully
upon the voyage of national llfq.

DECREE
The defendants above named, charged with divers
crimes, having died in the Provincial Jail by rea
son of various ailments, upon various dates, ac
cording to official report of the jailer, it is
ORDERED by this court that the cases ponding
against the said deceased persons be and the samb
are hereby quashed, the costs to be charged
against the government.
