dent Roosevelt has ordered the Eu
ropean squadron, under command of
Admiral Cotton, to proceed immediate
ly to Beirut and bo in readiness to sup
port any demand made by the United
States on Turkey on account of the
assassination of Mr. Magelssen. Mr.
Magelssen was thirty years of ago and
was appointed to his post from Min
nesota. On August 28, according to a
cablegram from Constantinople, it
transpired that the report that Mr.
Magelssen was killed is incorrect An
attempt upon his life was made, but
the bullets did not touch the consul
and the error in stating that- ho had
been killed '.aroco. from a mistake in a
cipher telegram. In some quarters it
is believed that the attempt upon the
life of the consul Is but part of a whole
plan contemplating the murder of all
the foreign consuls in countries under
Turkish rule. The president has an
nounced that no change will be made
in the plan to send' the southern Eu
ropean squadron to Beirut, however,
'tut the fleet will proceed to that quarter.

of London, which paper claims to have
obtained an outline of Mr. Chamber
lain's fiscal proposals. They are said
to be as follows: A duty of 2 to 3
shillings on wheat, heavier duty on
flour, small duties on meat, eggs and

August 28 that the new education bill
had just become a law, and that this
bill appropriates the sum of $72,000
to cover the expenses of the first year.
It is also provided that 100 of the best
qualified students shall have the priv
ilege of going to the United States to
complete their education and that
these students are to be required to
take the oath of allegiance, promising,
with the approval of their parents, to
faithfully study for the full course and,
upon returnin- to the Philippines, to
take a special civil examination later,
to receive, if successful, an appoint
ment under the government for a per
iod equaling that which they spent In
study in the United States. It is esti
mated that each student will cost tbe
government $500 annually, exclusive
of transportation.

It is by change of diet that one can

Great numbers of Turkish troops are
being hurried to Adrianople and oth
er centers of the disturbance, but the
Macedonians are being reinforced by
soldiers crossing into that country
from Bulgaria for the purpose of as
fisting them.
