The rate will be $4.50 minimum charge per month, which includes joO kilowatts; the next 50 will be bill ed at 4 cents, the next 100 at C cents and all in excess of that 2 cents I per kilowatt. Commissioner Bollen jhad objected to the lower rate being j applied only to new patrons, and had ; argued that an increase in farm con sumption generally should be made more attractive. The present general farm rate is $3.87 with 6 kilowatts free, as the monthly minimum; next 19 kilo watts 71.- cents per kilowatt: next I 25, 5 cents and all over 50 kilowatts. 3 cents. This makes a total of $C55 for 50 kilowatts. I-ast June Iowa-Xebraska put into effect the added use rate, in the hope of obtaining a greater number of patrons at no increased cost. This was not justified by conditions or by decreased costs, but was made as an inducement to the greater usage necessary if rate reductions are to follow. These rates have not earned an interest on the investment in farm lines, and company officials say they never will unless increased use fol lows. They are hopeful this will re sult. At the time it was hoped to make this rate general as soon as increased use made it possible. Many farmers have increased their use, new lines have been built and new connections made. While the desired increase has not developed, some progress has been made. Commissioner Bollen said the rat- represents a very generous reduction, and what he believes to be a proper rate.
