A Year's Experience
vs. a Bugaboo Scare.
"Farmers of this county who are
npw thinking about signing the 1935
corn-hog contract need not worry
about a clause in it which gives the
Secretary of Agriculture the power
to make additional administrative
rulings during the year," Parr
Young, president of the county corn
hog association says.
"We have had a year's experience
with such rulings," Mr. Young de
clared. "Exactly the same clause was
in the 1S34 contract and worked no
hardships on any signer in this
county."
A few questions and answers may
clear up the situation:
1. Why did the secretary make ad
ditional rulings in 1934? Ans. Be
cause the signer asked him to do so.
2. Why were signers interested in
additional ruling3? Ans. Because of
the drouth, and because problems
came up during the year which were
not clearly explained in the contract.
3. Did the secretary make a new
ruling to cover every request he re
ceived? Ans. No. He considered the
requests and handled it in the in
terests of the majority of signers in
the entire country.
4. Would a rigid iron-clad con
tract, drawn in December, 1933, and
which could have been changed for
12 months, have been satisfactory to
over a million signers in 1934? Ans.
No. If such a contract had been en
forced last year, no one would have
signed one like it in 1935.
5. Who supervised compliance with
the 1934 contracts? Ans. Local men
employed by the county corn-hog as
sociation. Practically all of them
were farmers and contract signers.
6. What were they asked to do?
Ans. Report the facts as they found
them on the farms of signers.
7. Who approved these reports?
Ans. The county allotment commit
tee, three farmers who live here all
the time.
8. Were the allotment committee
men permitted to exercise their com
mon sense and good judgment or did
they have to follow every little tech
nicality of every ruling? Ans. They
were encouraged to approve the re
ports of compliance according to
fundamental principles of the 1934
program and to make their recom
mendations in all cases of partial
compliance.
9. Under this kind of manage
ment, what percentage of the 90,000
Nebraska contract signers complied
with their 1934 contracts? Ans.
Over 98 per cent.
10. Which is a better guide in
1935 a bugaboo scare or a year's
experience? Ans. A year's exper

lTe7 4-H Clubs Active.
From the reports cr members of
the 4-II club county committee re
cently organized, much interest Is
being shown in the organization of
1935 4-H club3. Now is the time to
organize livestock clubs such as baby
beef, swine and dairy clubs. Garden
clubs will organize later in the
spring. Cooking and sewing clubs are
being organized now but most of
them will carry on more of the ac
tivities during the summer months.
Eight 4-H clubs have already been
organized with a membership of ap
proximately 75. Application blanks
have been taken to organize several
more this week. The latest report
shows the following new clubs organ
ized and carrying 4-H projects:
Yum-Yum Cooking club, Murdock,
Mrs. Ida Thimgan, leader. Thirteen
members enrolled, five of whom are
boys.
Cheery Cooks , Weeping Water,
Margaret Ranney, leader. Thi3 is a
second year club with seven members.
Learning to Sew Club, Alvo, Eliza
beth Leune, leader. Seventeen pros
pective members.
Junior Bookkeepers club. Cedar
Creek, John B. Kaffenberger, leader.
This Is also a second year club, with
ten active members.
A standard 4-H club requires only
five members, boys or girls, between
the fges of 10 and 20 years, with a
local leader In charge. Each club
project has Its own special require
ments for members to win a certi
ficate of achievement, and a gold seal
for the club charter. Earning these
certificates provides tasks for the
club members to work out at home
and the club meetings provide amuse
ment and "recreation as well as con-
tacts with friends of their own age.
If your community does not have a
boys or girls 4-H club, why not or
ganize one. Information may be ob
tained at the Farm Bureau office or
from the Extension Agents.
Many Trees to Be
Planted This Spring.
With the supply of Clarke-McNary
trees practically exhausted Cass coun
ty farmers now have made applica
tion for 18,500 seedlings for farm
windbreak and woodlot plantings. In
the past this county has planted only
eight or nine thousand tree seedlings
per year.
Earl O. Maxwell, extension for
ester at the Nebraska College of
Agriculture, informed U3 the supply
of broadleaf varieties i3 gone but a
few evergreens remain. Nebraska
farmers have shown unusual interest
in the tree planting program and
the state supply of 900,000 seedlings
and transplants will probably be ex
hausted completely by the end of the
week.
Wheat Compliance Program.
The wheat contract which about
35,000 Nebraska wheat growers sign
ed in the fall of 1933, covered two
crop years, the harvests of 1934 and
1933. Signers were asked to reduce
their wheat seedlings 15 per cent be
low their base the first year, and ten
percent below the same base this
year. The land taken out of wheat
may be used this year for pasture and
forage. The complete rulings are:
The acreage to be designated as
contracted acreage for the crop year
1935 under wheat contracts may be
used as follows:
(a) For the seeding of any grass
or legume crop other than emergency
forage crops without restriction as to
use for hay, pasture or seed produc
tion. (Such crops shall include tim
othy, red top, blue grass, meadow
fescue, orchard grass, rye grass,
brome grass, crested wheat grass,
dallis grass, fcermuda grass, velvet
grass, clovers, alfalfa, sweet clover,
lesprdcza and similar pasture and
hay crops).
(b) For the seeding of emergency
forage crops for hay, pasture or
roughage only. (Such crcps shall in
clude soybeans, sowpeas, field peas,
millet, sudan grass, forage soghums,
barley, rye, oats and similar crops).
Such forage crops grown on the con
tracted acres shall not be used for
the production of seed nor shall such
crops be allowed to reach maturity.
(c) . The contracted acres may be
summer fallowed, planted to forest
trees, or left unplanted, if such ac
tion will not cause serious damage
from soil erosion and provided that
noxious weeds are controlled.
(d) . The contracted acreage shall
not be used for the planting of any
crop declared a3 a basic commodity
under the Agricultural Adjustment
Act as amended, except that such
crops as barley, oats, rye, or other
grains except wheat, may be used as
nurse cr companion drops if pastured
or harvested as hay before maturity!

(e). The contracted acreage for

shall not include land which
at the beginning of the 1935 crop
year was already in pasture or mead
ow, ucr shall any waste land, gullied
or eroded land, or the like, be de
signated as contracted acreage. The
contracted acreage for 1935 shall be
the average of that on which wheat
is ordinarily seeded on this farm and
shall be a part of the cultivated acre
age of the farm.
In return for this agreement, bene
fit payments are being made which
will total about as much as the gross
returns from the small wheat crop
harvested in the state in 1934.
In eastern Nebraska counties many
farmers seeded extra acres of wheat
last fall for pasture and intend to
cut it for hay or destroy it in some
other way this spring to comply with
their wheat contracts. This, proced
ure was approved by the wheat sec
tion on account of the drouth.
Pasture Contest for
Nebraska Fanners.
A state wide pasture contest will
be conducted in Nebraska this year
for the purpose of increasing inter
est in pasture improvement and to
develop and popularize the best meth
ods of pasture management. In the
past very little experimental work
ha3 been done with pasture because
it required a large amount of land.
For this reason very little informa
tion and few records are at hand on
seeding and handling pastures. Per
tinent points of the contest are:
1. Any Nebraska farmer may enter
2. Entries in division I and II
must be on file in the Agricultural
Agent's office by April 1st and in
division III by July 1st.
3. Contestants must keep a simple
record on methods used, time of pas
turing, etc.
4. The field must aggregate at
least 10 acres for each division of
the contest. Contestants may enter
more than one division if they wish.
5. The pasture season and records

$10 and $5 to the five highest rank
ing contestants ine ach division of
the contest.

the contest should get the informa
tion at once.
Lemon Pudding.-
The following recipe for lemon
pudding is one of Mrs. True Home
makers tested recipe and should be
a welcome dessert for n:ost any meal:
1 c. sugar
U c. flour
1 T. butter
2 eggs
1 c. milk
1 lemon
Cream sugar, fiour and butter to
gether. Add beaten yolks of eggs,
milk, juice of lemon and well beaten
egg whites. Place mixture in baking
dish and set in pan of warm water.
Bake in slow oven for one-half hour.
PARAGUAY TO GUIT LEAGUE
Buenos Aires. Her victorious
armies knocking at Bolivia's very
doors, Paraguay apparently made
ready to follow Japan and Germany
out of the League of Nations.
With the time limit for Asuncion's
acceptance of the league's Chaco
peace plan scheduled to expire Sun
day, Paraguayan clamor for with
drawal from Geneva was insistent
and Buenos Aires diplomats saw lit
tle likelihood President Ayala could
resist.
The Paraguayan press, public and
political circles were especially an
gered at the league's action in lift
ing its arms embargo against Bo
livia, which has accepted the plan
without reservations, while main
taining it against Paraguay, which
thus far has returned answers tanta
mount to rejection.
Because Gen. Estigarribia's Para
guayan veterans have swept uncheck
ed thru the disputed Chaco area to
the outer defenses of the Bolivian
army base at Villa Montes, observ
ers here were confident the Asun
cion government's final word to the
Geneva peace proposal would be
"no."
ARMY PROGRAM APPROVED
Washington. Tho second largest
army spending program in 15 years
was sent to the senate without a
record vote by a house that loudly
applauded arguments for prepared
ness and adequate national defense.
Treating liberally virtually every
branch of the active and auxiliary
army service by providing everything
from up-to-date rifles for the reg
ulars to new helmets for the nation
al guard, the big bill carries $318,
131,482 for military purposes, in
1936, and $60,567,966 for rivers and
harbors and similar work.
On the final voting, the adminis
tration forces won their fight to au
thorize the president to increase the
army strength, if and as he sees fit,
from 118,000 men to 165,000, at an
ultimate cost of about $22,000,000.
An amendment proposed to substi
tute for the blanket authoriation the
mandatory direction for increasing
the army in 1936 to only 130,000 at
a $5,095,746 cost.
Advertising expense yields a far
bigger dividend than any form of
investment.
