A deep pit has been dug beside the pathway that leads to ro mantic achievement, and nothing is sadder or more melancholy than the way in which those who try to follow that pathway keep tumbling into it. o THE SOVIET TROUBLES Reports from the eastern provinces of Siberia indicate that soviet author ities are facing a serious revolt of peasants and fishermen in the terri tory north of Vladivostok. Angered at the Russian policy of collective farming, these non-Russian peasants have been carrying on a guerrilla warfare against soviet authority for some time, it appears. Some of the villagers have been imprisoned, oth ers are still in open revolt and mr.ny thousands of others are fleeing into Manchuria. This is not surprising, for the somewhat visionary projects of Mos cow can mean but little to an Asiatic people many thousands of miles from the source of collectivist theory. In European Russia the soviet farm col lectivization program has made as tonishingly good progress during the last year or two, partly through the spreading of Communist sentiment and partly through the forcible measures of the Moscow Government. The strange thing is that Moscow should be doing in Siberia very much the same thing that Britain is do ing in India keeping an alien popu lation in subjection for a variety of reasons. Yet the widespread sym pathy of Americans for the "down trodden Hindus" does not seem to ex tend to the Tartars and Mongols of Siberia, who are in a much worse predicament. Perhaps the reason is that very few in America know any thing about soviet tactics in the Far East, while the Indians have had in Gandhi one of the best publicity agents the world has ever known. COLLAPSE OF PAS SIVE RESISTANCE The Gandhi campaign of non-violent passive resistance, was from a religious or philosophical point of view, rather admirable as a means of general protest. It sought to impress on the British people the discontent of the Indian masses with their pres ent status. And it succeeded fairly well in that purpose. But like many another movement in history begun with the best of pacific motives, it aroused passions and hatreds that have no proper place in the move ment. Thus it has got beyond the control of the more or less responsible men who headed the movement at the outset. The quarrels of striking dock work ers in Rangoon, the clash of Hindoos and Moslems in Dacca, the zest for loot among Afghan border tribes these and other troubles unrelated to the Nationalist campaign are the real problem for the British author ities. London is confident that a satisfactory agreement can be reach ed at the conference table, so far as Nationalist aspirations are concern ed. But in the meantime there is the more immediate question of en forcing existing law among irres ponsible rioters. It would be interesting to have the frank opinions of Mr. Gandhi, Mr. Patel and Mr. Nehru Just now as to the value of their "passive" cam paign. Having unleashed so many intense forces of hatred and strife, having brought about the killing of several hundreds of natives, they may well wonder whether they might bet ter have waited until they could meet with British officials in London to thrash out the future of British In dia with the dignity that becomes civilized nations, rather than embark on a movement that called for more intelligence and self-restraint than their people possess. :o: WALL STREET AND THE TARIFF It is not often that you find the voice of Wall street raised in favor of lower tariff duties. But the cur rent issue of the Magazine of Wall Street presents an editorial which is sharply critical of the pending tariff bill as anything that Senator Moses' "sons of wild Jackasses" have ever said. The editorial begins by asserting that a policy of "protection was need ed by this country throughout the early part of Its existence, but it adds that times have changed so that protection is not the boon it once was. "We have had free trade on a con tinental scale, despite the tariff bar- died at the boundaries," says the magazine. "Now we require, not free trade, but greater freedom of trade abroad. The policy that was good for 100 years will be a handicap in the future.
