H. C. 8x16 It appears that the immigration stream is not as steady as supposed, and that the northern European countries are apt to be irregular. Thus in the fiscal year ending June 30, 1926, Norway fell short of filling her quota by several hundred, Sweden lagged behind by a thousand or so, Denmark was shy 200, the Irish Free State put her allowance over 4,000, Great Britain and North Ireland were content with sending nearly 5.000 less, while Germany was satisfied with around S00 less of her people, ir.g June 30, all the above named Switzerland was also reported as be ing shy. This last fiscal year end ing June 30, all the above named countries opened up more and easily supplied Uncle Sain with all to whom he had sent invitations to become his permanent guest, supplying them selves as best they could from the family stores. It is stated that the f ..out hern and eastern races of Europe, who were, before the quota system was applied, coming over almost in torrential t streams, now fnd them selves checked, hut exhaust their Quota rapidly and know no slack ness. However, through the present sys tem our country is losing people whose presence has so largely help ed to make our country what it is today. The great west and north west are filled with sturdy and will ing workers coming from Norway, Sweden, Denmark, Holland, Ireland, Great Britain, Germany and a few other countries, and but for these American Ftock would have been slower in creating the newer states. Long ago Great Britain and France practically populated the eastern belt of states, with more or less of Ger man citizens filling up the central belt of states and constituting a large factor in Wisconsin, Minnesota and Michigan. As no discriminations are made between countries, to do otherwise would only be to invite trouble, ill will and international complications. Therefore congress judiciously ap plied the quota system impartially but did select the year, 1S90, upon which the system was made to apply. It is now sought to make the quota apply to native origin, but this is brim full of angles, perplexities and difficulties of a baffling character, and if perservered in will be to invite a aca of trouble and endless compli cations. Cure present known defects in the present law, install humanity, de cency and saneness and let the rest go. :nr TASK OF DEPCETANCE In each of many states the crim inal is both antiquated and uncer tain. It must be borne in mind. too. that the average lawyer-legislator is not over-enthusiastic as regards mod ernization and simplification of crim inal court procedure. Only the other day a distinguished Federal judge censured a body of New York at torneys for their lukewarm attitude toward that urgently needed reform and warned his hearers that further indifference and neglect might cause the public to take the whole matter of reform out of the hands of the legal profession and. of Chicago, long and ardent advocate of revision of criminal codes, urged voters to cease sending lawyers to legislatures, in order that the necessary reform may receive unbiasled consideration by lawmakers. Unquestionably, the most Import ant phase of the great work under taken by the American Institute of Law is the preparation of a model criminal code. If, in due course, it produces a code that is indeed a model, the task of inducing state legislatures to adopt it will present formidable difficulties. The other phase of the institute's work is connected with a restatement and clarification of the body of civic laws, or the reduction of judicial pre cedents and interpretations to de finite and certain form. That does not involve legislation. Nevertheless, the undertaking is colossal. And the value of its accom plishment lies in the fact that it will enable the public, as well as the legal profession, to better grasp the funda mentals of American law which are the embodiment of the evolved na tional sense of justice and fair deal ing. Respect for law that is intrinsi cally sound and essential to peace and civil harmony is bred by know ledge of law and a general compre hension of the social and moral prin ciples on which it is founded. :o: i Goat's milk has practically the same nutrivitive value as cow's milk, but a distinct advantage over cow's milk in that goat's milk may be safe ly fed to a baby raw without the risk of infection with tuberculosis. RETURN TO GOLD STANDARD The vicissitudes of the World War forced almost all the gold standard nations of the world, except the United States, to abandon that stand ard. Monetary theorists who did not believe in the gold standard anyhow were easily convinced that its gen eral restoration was impossible, and that their theoretical substitutes would now come in for a trial. It has taken less than ten years, however, to prove their hepes illusory. With in the past three years, nearly every every nation of importance whose currency has been depreciated has virtually, if not formally and com pletely, got back to the gold stand ard. The larger number of tliose coun tries were financially not able to "come clean" in the matter, as Can ada and Great Britain have done. In Great Britain, jurfn Maynard Keynes and his school shrieked about the ruin to business which would re sult from going back to that stand ard and pleaded for a "managed cur rency" in its stead; but the bard headed business men of the realm agreed with the leading bankers in opposing their schemes and returning to the practice under which Great Britain's financial greatness had been built up. A "managed currency," with the chance that theorists of the Keynes type might get into the posi tion of managers, did not present an attractive prospect. Great Britain did not care to be dog for that kind of monetary visisection. :o: "He always let them drive him too fast and "so death has come to my finest friend." Thus the head of a Chicago bank in speaking of the au tomobile accident in which John J. Mitchell, the Chicago financier and Mrs. Mitchell lost their lives.
