PES YEA in WHEN GOLD'S A BURDEN The federal advisory council sug gests to the federal reserve beard ruling be amended in such a way as ' to permit the federal reserve banking 'system to co-operate fully in Euro- ; ticu,arly that steps be taken to re establish the cold standard in Ger many, with the surplus gold now in the vaults of the federal reserve banks as the foundation for such a reform. It calls attention to the fact that the Rank of England is in no position to assume the obligations incident to such a step and that fail ure on the part of this country to use its gold resources in the manner sug gested will mean more years of fin ancial instability and ' retarded eco nomic recovery. The advisory council thus attacks one of the most serious problems which the federal reserve's authori ties must solve. By some means they must surrender to Europe that tre mendous quality of gold which has come to this country since the war, the pofscssion of which here prevents the re-establishment of sound mone tary systems in Europe and creates an awkward anu possmiy uungerout. credit situation at home. For some years it has been recog nized that this gold would have to be re-exported but no one has seen clear ly the process by which the export movement would come about. If the monetary systems of Europe could be restored to a gold basi3 without the gold impounded in this country the problem would solve itself but gold must be sent back to Europe as a starting point. It's an American problem to turn the movement of gold outward; a federal reserve problem. How is it to be met? :o: ARROGANCE Henry Ford used to be democratic. He has become autocratic. He has shown this in his numberless quar rels and final splits with his chief associates of his earlier days. He showed it in his dogmatic treatment of workers, particularly in his "Wel fare" rules and regulations since found largely unworkable. He has shown it in the high-handed way he has on occasion treated his dealers, compelling them to take and prompt ly pay for cars and tractors they did not want. He has latterly shown it in regal splendor with which he has surrounded himself, and his estate at home, in his kingly yacht, in his Florida palace, etc. And now, most of all, he is show ing it in the terms of his bid for Muscle hoals and his whole attitude toward the government you will re call that when congress requested him to appear before the committee handling the matter, he told them he would do nothing of the kind. That, however, was mild in contrast with his stipulation, in his old bid, that he must be made exempt from all regulation, that he must be given the freedom and power of an old time czar, that he tie singled out as the only man in the United States be yond the reach of laws governing everyone else. This un-American demand alone should be sufficient to cause the gov ernment to reject his proffered terms. American citizens want no one, not even Henry Ford, to be placed above and beyond the law. o:o The wild oat crop never fails to raise a little cain.
