Only re cently has the world had time to stop and think of the tremendous costs actual and prospective tat mus be charged to the account of the wounded. The total 4s well In ex cess of 7,000,000 with no reports available from Turkey, Bulgaria, the Baltic states, Portugal, Hungary and Japan. The bureau estimates mat the total would be but little, if any short of 10,000,000 if the figures of these non-reporting nations were included. The pension policies of the var lous nations will not, of course, be the same. It would scarcely be possible to attempt to estimate the probable cost of the total pension outlay on the basis of American practice as applied to veterans of the earlier wars in which this nation participated. When the fact is re called, however, that the American pension bill, wholly exclusive of the World War, Is to date considerably n excess of $6,000,000 for veterans and their dependents, numbering In all not more than 6,000,000 persons, an ultimate cost to the world of, pro viding for twenty or twenty-five time that number the pensions lists are surev to become greater several times as great as the direct money expense of waging the war is scarce ly improbable. Peculiarly few of the nations in making their bugets for the future take In account this tremendous im pending outlay. Ail taiK and ap parently think in terms of rehabilita tion. They make themselves believe that this great army of 10.000 wounded will ultimately be fitted for employment and that govern ment responsibility for It will cease. As a matter of fact such a happy outcome is wholly impro b a.b 1 e. Many veterans will be taught trades and be made self-dependent, but on the other hand incapacities charge able directly to war will increase, and if past experience is a guide the governments will adopt a generous policy in dealing with them. Twenty years hence : we may be looking back at the pension costs of this year as Inconsiderable. Cer tainly the world as a whole can never accurately estimate the money cost of the war without taking esti mate of the money cost of the -war without taking Into account the billions that must be paid out 'over at least a period of half a century on account of the war wounded. A girl who is mentally underde veloped and' physically overexposed Is the definition of a flapper.
