There is a pas sion for restrictive legislation that has become a consuming fire. Man strives to have his neighbor made over into a replica of himself. He chains him to his own creed and de mands that his habits, thoughts and morals conform with his own. He is not only his brother's keeper, but his jailer. If one trespasses from the path prescribed by the regulator the gal lows tree awaits. If that is the way they feel about it in England, how about America, where over 30,000 regulatory laws and ordinances were passed in a sin gle season measures which regulat ed everything from the manner in which the child is brought into the world to the length of his funeral burial? There is an Inspector or a prosecutor at almost every step -of life's journey. There is a law to di rect every process of human living and with each new day new laws are urged to meet fresh contingencies. Senator Robert Toombs of Georgia was accounted a ' radical, yet for twelve years In congress he did not offer a single bill on behalf of his district, or a constituent. Nowadays a legislator thinks he must keep the hopper full of bills all the time. He offers them by the doz en. At the present session of the Ne braska legislature over 600 bills have been introduced. All of them will not become laws of course, but many more will pass involving new stat utes than we actually need. There are members in both houses who count that day lost whose low descending sun find3 no new web of regulation spun. The idea that no man can be de cent until he has been condemned by legislative enactment is all wrong, and we would like to see an issue de veloped in our next state campaign and a pledge demanded of each and every aspirant for legislative honors that he will not frame or introduce a Dill or a regulatory character un less he has given It sober thought for at least six months, and has consult ed at least twenty of his colleagues as to its desirability. There are too many laws on our statute books now for the state's use and many Qf them are never enforced, and some of them never referred to. , ; .
