HARDING OPENS WAY TQ DISARMAMENT Invites World Fowers to Conference in Washington May Fave the Way to Disarmament. Was-hington. July In. President Hording has taken definite steps looking to a conference in Washing ton of the i rincipal allied and as sociated powers to discuss limitation of armament. He ulso has suggested I lo the interested nations that there! b" at the same time a discussion ofi Pacific and far eastern problems with; a view to reaching a common under standing. The president furthermore has suggested that subjects relating thereto be considered at the same conference at which it is proposed that limitation of armaments be! discussed. These a I'ouncemenis were em bodied in a statement issued tonight by the stale department "by direc tion of the president." Proposals for a conference on world disarmament were made in congress some months ago. and a res olution by Senator Morah'. republi can. Idaho, asking the president to invite (ireat Mritain and Japan to confer with the Fnited Slates on this question, has been made a part of the naval appropriation bill and accepted both by the senate and the house. The president, however, apparently has gone much further than the sug gestion in the Morah resolution. His inquiries have been addressed to France and Ilalv as well, and there is nothing in the stale department j announcement tonignt to suggest, cue limitation of Brmaments be confined solely fo naval construction. Senator Morah said tonight that he preferred to withhold comment on th" state department announcement until be had an opportunity to study it more closely.
