Trade should be materially increased under the new order, as it was next to impossible to get round last week. The appointment of Judge Ramsey to the office of city attorney was con firmed by a full vote of the council Monday evening. The appointment is satisfactory to every one, and since it must be a democrat we confess that the judge always has made good when placed in official position, and we' pre dict that he will continue to do so. Improvement in the electric light station at Stanton enabled the company to supply all-night service to patrons commencing the first of this month. Trade Review. Stanton is a little city of 1500 population with an all night electric current. It might be a good plan for our city council to inquire the price of light in Stanton. Surely the residents of a city the size of Platts mouth ought to do as well as the vil lages. THE WATER WORKS QUESTION. The proposition offered to the city council last evening by the owners and j managers of the water company to un load the plant on the city for $ir.0o0, is rather transparent to the public. The mains have been underground now the full life of the average pipe. It is a question whether they will hold water j until spring should there be any sudden fall of temperature, such as occurred ten days ago. It will be remembered at that time the pipes burster! in several places and had to be repaired. Next year it is likely that the whole system will have to go down anew, so that it would be cheaper for the city to buy its own pipe and put in a new plant at the expiration of the term of the franchise which will be soon. It is to be hope that the council will not be hoodwinked into negotiating for the old plant unless it can be gotten for some thing near what it is worth. F.ULES FOR RAISING BABIES. Two English mothers who declare that they have never kissed their own babies nor allowed anyone else to kiss them have undertaken to in struct other mothers of the world in the art of raising babies. They have posted in the halls of their homes a series of rules and have begun preaching their anti-baby-kissing doctrines through the press of England. The posted rules are as follows: Don't kiss the baby, Don't handle baby unless your har ds are veiy, very clean. I Don't bring babies face close to your own or to your hair. Don't allow baby to touch your face or hair. Don't tulk, breath, whistle, blow, cough or sneze into baby's face. Wc want him to live. Don't use your handkerchief to baby's hands, face or mouth. To some these rules will appear comical or stupid, but they are not written as a joke or without thought Therefore, any person infringing these rules rfter having read them, will incur our displeasur extremely. Three of the eight supreme court justices participating in the case dis sent from the opinion that Mr. Harri man needs not tell whether he, as the Union Pacific railroad, bought Alton railroad stock for himself as Mr. Har riuian, or whether he bought Union Pacific stock in anticipation of an an nouncement that the Union Pacific dividends had been doubled by himself, The law is evidently not so clear but that even an "executive or hoodlum" cannot dissent from the court's views without finding excellent support from from "a court which knows the law," as for instance Justices Day, Harlan atid McKenna in this particular case. It appears that the majority decision is based on the interstate commerce law not on a constitutional point. That being the case the law can be amended if the decision seriously hampers the effectiveness of the intertate commerce commission, which the commission it self thinks is not the case.
