Here in Mills county, where he was born and where he grew to young manhood, he is henl in universal es teem. His father, II. V. Burkett, came to Ihe county in 1S52 and is one of the estab.ished men. His sturdy character has been reproduced in the lives of his chiidrjn, of whom Elmer is the olde-t one. Born and laised on a farm, where the rising sun always finds the active man bestirring him self, it was hut logical that Burkett should begin his career of successes j early in lif?. A student of Tabor col lege, a school of excellent reputation aduatin-r young people with irac er as well as knowieuge, ne came forth from there at an eai ly age with the honors of faithful work as his. Immediately he went to Ne braska, where he was tchooi teacher and law student for a time and then the suece-sful lawyer. He is at once energetic and conservative, brilliant and studious, keen and kind. He is a true typo of the ideal congressman. Glen wood Opinion. FOREIGN OPINION. There is nothing more striking in the llispano-American conflict than the sagacious foresight and the pru dent statesmanship displayed in the conduct of the w;ir and the foreign policy of the United States by an inex perienced cabinet, elected almost ex-J clusivelv to deal with domestic ques tions of tarilT and currenc3.
