THE FIRST HORSE CAR.

the other American products af
fected by the reduction in Lariii" se
cured by Mr. Blaine's latest achieve
ment in the iieid of diplomacy. The
advantages he has procured for the
American trade have not been pur
chased by th- sacritlce of a shiIe
American interest. Spain was told
that if the concessions of this coun
try demanded were not granted
siiiiar from Cuba would not be ad
mitted free. The Spanish Govern
ment tried to secure a reduction on
tobacco, but Mr. Blaine remained
firm and refused to entertain any
proposition looking- to the lowering
of d utj' on that article which would
injuriously affect the tobacco inter
ests of this country.
L'nder the new treaty the United
States will form a sort of Zollvcrein
with the Spanish Antilles. Ameri
can cereals, ilour, manufactured
products, and machinery will enter
practically free of duty. The stim
ulus American trade will receive
thereby 11K13- be judged when it is
stated that the I'nitcd States will
furnish Cuba all the flour it con
sumes, which amounts to about a
million barrels a year. Mr. Blaine,
