Chicago, Sept. 22. The signal ser
vice predictions were for frost Friday
and Saturday nights throughout the
northern States. At midnight last
night the Associated press received re
reports srom all points in the
above named territory, but none of
these despatches reported frost. To
night tepreeentatives of the Associated
press in the same sections of country
were ordered to send reports provided
frost occurred, not otherwise. Up to
one o'clock nothing is received, aud it
is presumed that frost has not been no
ticed within the danger limit.
Memphis, Tenn., Sept. 22. No frost
in this section last night.
Cleveland, Sept. 22. No frost in this
section last night.
Cleveland, Sept. 22. Reports from
the following places m northern Ohio
say there was no frost last night:

THAT FROST TRELICTIOX.
Chicago, Sept. 22. The following
explanation in regard to the somewhat
sensational signal service bulletin post
ed on the board of trade Friday morn
ing predicting frost all north of the
Tennessee, that night, and which caused
a decided, flurry in corn reaches this
city from Washington: There were
more or less defined indications of frost
in the territory mentioned, and the
chief signal officer, vot desiring to ere
aie a panic or disturb values, appended
a foot note to the usual bulletin, ad
dressed as a private message to the ob
servers at Chicago and several other
important cities, warning them noi to
give too wide publicity to the fact, as
they appeared from the report to be by
mistake. The bulletin was not given
out here, while the private note to ob
server did all the mischief, and was
posted on 'Change. The failure of the
fulfillment o( the prediction wjS a
very general theme ot conversation
among members ot the board toJay,
who were not awar of this e.xpiana
tion.

THE LOTTERY WAR.
The president of the New Orleaus
National bank, against which Postmas
ter General Gresham's recent order re
lating to the lottery company's mail
matter was directed, had an interview
with the secretary of the treasury on
the subject. Secretary Folger told qim
that the question of the delivery of
mail matter to the bank was one over
which he had no direct control, that
being under the jurisdiction of the post
office department. The only question,
he said, which he Secretary Folger, had
to decide was whether the action of the
bank in becomiLg the agent of the lot
tery company, to receive its mail, was
a proper subject for investigation by
the treasury department.

THE YELLOW FEVER.
Guayinas, gP1 22 Nine deaths
from yellow lever have been reported
in the last twentv-four hours. The
thermometer has again risen to ninety
seven. Fears ure again entertained
that undi-r the great heat aud filthy
condition ot the streets it wiil again iu
crease and spread. Eleven new cases
were reported yesterday. Not enough
rain fell to clean the streets, and the hot
eun following has tended to increase
the malaria. The alarming increase in
deaths and new cases has driven the
people almot frantic, not knowing
whether thty should flee from the city
or remain in the hope that the worst
is passed. Ihe members of the board
of health have proved themselves en
tirely incompetent to deal with the
matter.
It is rumored that Del Valle, a mil
lionaire of this city, who fled to the
country, has died. No news from Her
inosillo.
Havana, Sept. 22 Twelve deaths
from Yellow fever here during the past
week.

Chicago, Sept. 23. The war on pas

be included, it is believed thai a num
ber of other lines than the Pan Handle
to Louisville, New Albany and Chica
go must be drawn into it, aud it is im
possible to say where they will stop.
The Louisville, New Albany & Chicago
will commence in the morning, run
ning via the AL Line a solid train, in
cluding palace and Pullman cars, on a
schedule of one hour shorter time than
trains are now making between Chica
cago and that point, and the fare wiil
be put at $1 whi'ih is a cut of four dol
lars and fifty cents on regular rate.
Hereafter trains will be run on this
rate at 8:00 in the morning, 5;00 even
ing, r inning via Cincinnati, Hamilton,
and Dayton, and will also sell tickets
to leading poin s in competition with
the Pan Handle at the following rates:
Cincinnati $4.50, Columbus $t.40, Day
ton $4 30, ,Siringheld!ii5.00, Urbana $5.
20. The regular rate to Cincinnati is
$8.65, which make a cut of $4.35, and
the cut to other points named in about
