based exclusively upon the will of
the citizen, the. argument against
prohibitory, or sumptuary legislation,

tion or total abatement of an evil be
comes necessary for safe, wholesome

governmental affairs learns, is, that the
individual surrenders certain natural
rights when he cnw-ia the compact ot
government; he does this for the
health and welfare of the whole body
politic. Our large cities are complex
and complete governments within
themselves, much more complex and
diffcult of administration than our
much vaunted state governments; and
the IIkuald believes and predicts that
the remedy for the untold evils the

Cincinnati, l'hil.idelphia, and New
York, will come direct from those lo
