Tho cold wnvo is par ticularly severe in the southwest and is duo, according to the wonther ox- ports, to tho heavy rains in that part of tho country. Forecaster Harry C. Frankenfeild of tho weathor bureau Tuesday night said: "Tho reason for tho cold weather wo havo had during tho past two or three months is that tho high areas of pressuro have moved oastwad from tho northern portion of the country nlmost continuously and these havo caused cold north winds. That is the only reason I can give for the cold weather areas. As to what makes theso high areas keep up nil this sea son is moro than I can tell." Tho body of Mrs. Ida Sexton McKinley now rests by tho side of that of the late President McKinley in tho receiving vault at Westlawn cemetery. Tho Blmplo funeral services held at tho McKinley residence on Market streot Wednesday afternoon were wit nessed by a distinguished company, including President Roosevelt, Vice President Fairbanks, Gov. Harris and many high officials both of the na tion and stato. During the funeral and the progress of tho cortege to tho cemetery all business in Canton, not absolutely necessary, ceased, banks, stores fac tories, amusement houses, and parks, all closed In honor of tho distinguish ed dead and school children were dis missed from the day's tasks. Tho sombre black casket rested in the library surrounded by flowers, In the samo place that the body of President, McKinley was placed after tho tragedy at Buffalo. Tho services were conducted by rtho Rev. Dr. Buxton, pastor of the First Methodist Episcopal church, and the Rev. D. Holmes, former pas tor of that church. The recoiving vault which Is still guarded by United Stetaes regulars, will be the resting place of the body of both Mr. and Mrs. McKinley until tho magnificent McKinley mausoleum built by public subscription Is com pleted, probably In Soptember. Railroads Accept Liability. Chicago. It is reported that an agreement has beon reached between western railroads and the shippers whereby the latter will ask the Inter state Commerce commission to dis miss the bill of lading case which has been beforo that body since De cember 1908. On the other hand, the railroads havo agreed to present to the commission a new uniform bill of lading providing for only ono rate, therefore accepting without question tho common law liability for loss an'1 damage w.hich attaches to tne car riers. President Roosevelt delivered tho principal address in this city Thursday at tho unveiling of tho statue to Gen. Law ton, a veteran of tho civil war, who died in tho sorvlco of his country in tho Philippines. Tho address had beon looked forward to for weeks as being tho first authoritative expres sion of tho president's views regard ing tho relationship 6f tho govern ment to tho railroads of tho country. After deliverlng'an eulogy en Gen. Lawton and tho veterans of tho Civil war Mr. Roosovelt said among other things: "Ono great problem that we havo beforo us is to preserve tho rights of property and these can only bo preserved If we remember that thoy aro In less Jeopardy from tho socialist and tho anarchist thnn from tho pre datory man of wealth. Tho power of tho nation must be exerted to stop crimes of cunning no less than crimes of violence. Thero can be no halt in the course we have deliber ately elected to pursue, the policy of asserting the right of tho nation, so far as it has tho power' to super vise and control tho business use of wealth, especially in its corporate form. Today I wish to say a word to you about the first and most im portant feature of this task, tho control of the common carriers doing an Interstate business; a control ab solutely vested in tho nation. There must be vested in the federal gov ernment a full power of supervision and control over the railways doing interstate business; a power in many respects analogous to and as com plete as that the government exer cises over the national banks. It must possess the power to exercise supervision over the future issuance of stocks and bonds, either through a national incorporation (which I should prefer) or in some similar fashion. The movement to regulate railways by law has como to stay. Tho peoplo of this country have made up their minds and wisely made up their minds to exorcise a closer control over all kinds of public seryice cor porations, including railways. Every honestly managed railway will gain and not lose by tho policy. The men moro anxious to manipulate stocks than to make the management of their roads efficient and honest are tho only ones who havo cause to op pose it. Creating Naval Vacancies. Washington. Admiral Evans will preside Saturday at tho Navy depart ment at a meeting of naval officers of high grade, appointed "to weed out" a sufficient number of officers to meet the needs of tho naval person nel act and prevent, stagnation In promotion. Naturally there is great anxiety among a, number of officers as to to tho outcome of the meeting of this board though the result will not be announced before July 1, when the vacancies must bo made.
