Altogether tho campaign of 1910 promises to bo about tho Hvliest one sinco tho good old days when the populist throw us republicans down, tramped over us and allowed us to dlo a llngcringjdcath without oven offering a cup of water to cool our parched tongues. Sibley Act is Valid. Tho supremo court of Nebraska Sat urday rendered a decision in tho Slbloy express rnto law, holding that It is valid. This measuro was drawn and introduced by Senator Slbloy, of this county, nnd passed by tho legislature of 1907, and reduced tho express rates twenty-flvo per cent. JJoforo tho ex press companios had an opportunity to take legal action, Attorney General Thompson instituted a suit ngnlnHt tho compnnlcs to provent thorn from violat- ing tho law and a year ago Inst April obtained a temporary restraining order. Under this ordor tho companies wcro compelled to haul express matter at tho reduced rate, and as a result tho people of tho state wore saved $250,000 during tho first year of tho operation of tho law. and will bo saved rb much or more ouch subocquont year. That tho law has boon hold valid is no doubt a source of much pleasure to Senator Sibley, and likowlso to tho thousands in tho stato who ship or ro ccivo goods by express. As To Missionary Scott. To tho Editor: Your last Ibbuo contains n paragraph relatlvo to tho rotlremont of V. W. Scott that is somowliat in errorj nnd also casts undesorvod reflection upon the Sunday School Board of tho Pres byterian church. Mr. Scott was not rotirod because ho had outlived his usefulness, and a younger man has not been put in bin place. Mr. Scott was retired because of lack of funds to continue him in his work. And for the samo reason fivo or six other mon doing tho samo kind of work in other parts of the state woro retired at tho samo timo. This action was taken Inst spring. Now tho only (inference between tho caso of Mr. Scott and tho other mon Ilea In tho fact that for reasons of sympathy and nothing olse, ho was continued for six months longer. I personally brought tho matter again to tho attention of tho Presbytery at its recent meeting at Overton, and found the facts as statod above. It is too bad that 11 ro. Scott cannot bo continued. Ho is fifty-two years of age. Has worked fifteen yonrs. Is nearly blind. WalkB with difficulty. Suffers a seriouB impediment In his speech. With all those handicaps he has been a faithful servant of tho Lord. But if God's peoplo havo not given us sufllcient fundi to continue him could wo ask him to go on for nothing. You say that "to rotlro him without othor work is uncharitable," what "other work" can Mr. Scott do? Mr. J. B.sCurrona and myself are just now anxiously looking, for that "othor work." As yot wo havo not found It. I havo tajkod with Mr. Scott about it but wo aro still in tho dark. Tho under signed will be glad to rccoivo a practical suggestion. Rev. J. B. Currons, the only S. S. missionary wc have left in tho state, was. at tho manse on Monday last to see -me about this matter, I Uggcsted that ho go up into the territory whcro Bro. Scott is beat known and most of his work has been dono and get the well to do people, who are profiting by his work, to contributo to his support. In this instance is Thomas A. Stearns of north Chestnut sttect, who died at six o'clock Sunday morning. Mr. StearnB was of quiet, unassuming disposition, and had been an invalid for many years, Ho was born in Gcnesoo County, N. Y, November 14th, 1828, and was married to Mary P. Goodwin, February 18, 18f7. In July, 18G2, ntj tho country's call for men to aid in maintaining the unity of tho states, ho enlisted in com pany U, 38th Iowa Volunteers, but never saw active service, it seems no mounted guard one bitter cold night during a blizzard, and as overcoats had not been issued, no wa3 inBUincientiy clncl and in no way fortified against the ncnotratincr wind, mo cniu was too much for him, and ho was in the hos pital for almost four months, and being totally disqualified for military service, was discharged In March, law. lie settled in Myrtle precinct twenty-five yoars ago, but owing to physicial d"bil ity moved to North Platte wIitj ho has resided for tho past sixteen years Ho Buffered long and patiently, but it was not until recently that he was con- find to bed without being able to Bit up for n short time. Ho leavs u dovotcd wife and tho fol- lowing sons and daughter: W. A. and Georgo E. Stearns, Mrs. Ashley Peters, Mrs. C. A. Bowman, of North Platto; also Mrs. Nicely, of Indiana, J. C. Stearns, of Waterloo, Iowa, Mrs, Gimple, of Kansas and Mrs. James AdamBon, who with her husband, were hero on a viair. and prolonged their stay as it was evident that Mr. Stearns was sinking, and the end was not far off. The funeral took place from tho Stearns reBidonco yesterday forenoon in charge of tho veterans and ladies of tho Grand Army. According to his rcadinc of tho law such nomination la nw especially for- bidden in Nobrasku. On this point Senator Brown snld: "Tho prosont primary law should bo so amended that tho peoplo shall havo tho right to nominnto United Stales scnr.tors an woll as their own ofllcora. Tho present law on this sub ject was advertised at the time of its passago as tho Oregan plan of electing senators. Tho Oregon plan provided oxprossly for tho nomination of candi- dates for tho United States senate by all political parties at a primary election. Tho Nebraska statutes con tain no such provisions. On tho con trary Bcctlon 117 of tho primary law expressly excepts and exempts tho ofiico of United States senator from its provisions. Our stato constitution provides that the electors at a general election mny express their proforoncn for Benntor, but tho primary law denies tho right of tho peoplo through their political organizations to nominnto candidates lor that olllco. Thltf, in effect,-nulllfios tho constitution, be cause, without tho right to 'nominate at a primary, the right to vote a pref erence at the general election Iobcs its greatest value. Tho right to nominate is as dear and precious ns tho right to elect and much doaror than the mere right to voto a preference A law which makes a nomination impossible, impairs the public good and offends tho public conscience. "l believo that United btatcs sena tors, like govornors and other state officers, should bo elected by tho people and not by tho legislatures. I had tho honor to voto for such an amendmont to tho federal constitution in tho last con gress. It failed to pass. But, if the peoplo of thorountty willadopt primary laws for the nomination of United States senators, it will not bo long ut. til thore will bu onough votes in tho United States senato to pass such an amendment. But, in tho meantime, until the federal constitution is amend ed, I believo our people should have tho right at a primary election to nominnto condidates for United States senntors nnd to voto their choice of candidates at tho general election, otherwise the voto of pro'oronco at tho goueral elec tion without primary chosen candidates on tho official ballot is a miserable makeshift." Sonator Brown condemns tho "opon" primary unqualifiedly, Ho saya: "Tho boat thing about tho old con- vontlon plan is the rule that confined its membership to the party calling it together. It was and is good morals to keep republicans out of democratic conventions and democrats out of re publican conventions. This principle applies with equal justice and with Ir resistible force to tho primary. Every organization in this country, social, I religious, fraternal, or industrial is chartered on the principle that its af fairs shall bo managed by its own mem bers. Its plan and its officers are di rected and selected from within the organization and not from without. I am wholly at a loss to understand why u different rule should bo applied to political organizations. Thero is Bomotliing wrong with tho moral fiber of a man who Is unwilling to confino his privileges to tho field ho has chosen to occupy whether the fluid be political, religious or otherwise."
