4 Semi - Weekly Tribune Ira L. Bare, Editor and Publisher. SUBSCRIPTION KATES l tn Year, euh In advance $1.1 Month, cub in advance ....... Hcm Entered at North Platte, Nebraska, Poitoffle m tecond clan matter. TUESDAY, MARCH 1G. 1009. A Lincoln younfr man, who pos scsRcd confidence as well as brains, made a trip to a nearby county a couple of weeks ago and pUrchnsed a 320-ncro farm. After holding it for nine days he sold it at an advance of ten thous and dollari. Some people would call that luck, but it wasn't; it was simply a case of knowings "good thing" when you seo it. The belated vital stastics for 1007, as prepared by the census bureau, shows that the death rate in this country Is increasing, the rate in 1007 being 16,6 per 1,000 of the population. This is a considerable increase over preceding years. The total deaths in this coun try in 1907 were, in round numbers, 1,600,000, of which 60,000 were violent. Of theso 7,600 were caused by railroad accidents and 294 by automobiles. Thero were 2,709 homicides and 6.743 suicides. IN the state campaign of 1910 county option or state wide prohibition will be tie issue, with the republican party favoring the "dry" side, and wo ven ture the prediction that option or pro hibition will win. It is a proposition that must be met, and probably the sooner tho better; ulthough personally this writer believes that tho Slocumb law, if onforced, is preferable to the " reign of boot-legging which exists in prohibition states. Tub stato senate refused to pass tho initiative and referendum measure, which was one of Mr. Bryan's pet bills, and somo take this an an Indication thut tho peerlesB leader is not so much of a ruling political boss in Nebraska as he was a low years ago. It is true tho houso, upon the recommendation of Mr. Bryan, defeated tho bill to accept the Carnugio foundation fund for pensioning aged teachers in tho state university, but the vote ws so close that it re flected but little favor on Bryan. The expenses of all tho leading na tions are greater than tho rovenuo, and in each case tho deficit Is due to the 'appropriations for military pur pones. Tho congress just ended appro priated for DBSt wars and to maintain - our .military standing tho stupendous urn oi $ow,uuu, uuu, or more than one half pf the ontlre ((mount appropriated tor tho maintenances of tha nattnnnl government. Theso military appropri ations were made in faco of the fact that th government will close tho fis cal year Juno 30th with a dqflcit of ono hundred million dollars. Tariff Revision a Loot Task. . Whatever may be the effect of tariff revision upon ousinoBs, it may bo ox pocted to continue until midsummer. It will rcnulre unnroxlmatelv n third of a, your to prepare- a bill and bring It to final passage In Congress. There is no reason to Deiieve mat this can bo done at the special session which con vened yesterday in less time ,than was required to pass tho present fur iff law In 1R07 Thi,n nnonUl ..... Hion. called by President Mckinley, met on the 16th of March to connlder a bill prepared by the Ways and Means Com fattiuM Of thu House, of which Mr. Uingloy wuu chairman, and from whom tho bill took its name. This bill was passed by tho house about two weeks after the assembling tho Congress and immediately wont to tho Sonata, where ii, wns ruiurrea to tno Finance uommll teo It was under consideration by j.thut committee until the 4th of May, .when It was roported back to tho Sen Vito with many amendments, For two months from that date it was under discussion on tho floor of the Senate, when on July 7th, It wuh passed by that body. It was then referred to a con ference committee of tho two Houses nnd tho'report agreed upon by tho com mittfe wax ndltod by both branchos on July 24th, more than four months after tho session began. A act can scarcely bo passed In loss Hmti this yvur Thnro an now more dlffuruncoH oJLupinion in regard to thu kind of revision that ought to bo made thou thitro wore in 1907. It in recog nized that thu schedules generally nro to bo reducod and the extent of tho reductions will unquestionably lead to . much debate and delay. There will be dlHagreemenlH between ho two houses, a conference committee will bo neces sary and harvest will bo past bofpre wo nave a now tariff, v The Farmers' Reserve.
