Matters In the Pennsylvania coal region seem to be drifting toward an other dendlock between tho miners and the employers. Tho owners recently announced their determination to maintain the present wnge scalo and to settle all differences individually with tho employes. In accordance with this line of action they havo re mained away from the Haclcton con ference, nt which they were expected to meet the union miners and discuss a new wgo scale for tho coming year. Their absence is resented by the min ers, and the COO delegates in the con vention have passed resolutions autho rizing President Mitchell and tho ex ecutive committee to try to securo a Joint conference with tho operators before April 1.
