He had taken the matter up with a firm of law yers in Bridgeport, attorneys for the company, and a basis for settlement was arrived at which the council was satisfied was the best that could be arranged. An ordinance creating paving dis trict No. 3 was Introduced, advanced to final passage, and adopted by the council without a dissenting voice. A petition of the adjoining property holders had been filed. The third pnvlng district embraces all of Box Butte avenue from Fifth to Tenth streets, inclusive. The ordinance pro vides for a thirty-six foot paving, with a parkway of twenty feet in the center, which will be planted with suitable trees and shrubs. Tbe ordi nance will lay over for thirty days, and then bids will be advertised for. Mayor Rogers states that the present plan ia to do no paving this fall, but to wait until spring, get an early slart and push it for all it is worth. Tavlng district No. 1 consists of one lonely little alley on Fourth street between Box Butte and Lar amie. Paving district No. 2 is the first real step toward paving for Al liance. The ordinance was passed some time ago and the contract has been let and preparations are being made to go ahead with It as soon as the spring arrives. It includes Box Butte and Laramie avenues from the depot to Fifth street. The parking In the center will begin at Fifth street and will not be put in the downtown district. An ordinance drawn by City Man ager Smith, which prohibits driving with the muffler cutout open within the city limits, and providing for suitable punishment for violations, was Introduced, advanced to final reading and passed without a dis senting voice. The city's tractor will not come within the provisions of the new ordinance, it was Informally decided. Another ordinance was passed at the request of the city manager Tues day evening. This one provides a procedure which will protect the city when houses are" moved within the city limits. The essential feature of the ordinance is that the man who secures a permit will have to under take to reimburse the city for all damages to the streets, light wires, etc. The procedure is now as fol lows: When an application is made, the superintendent of the water plant will make an estimate of the probable damage that will result, and a deposit to cover this must be made before the permit is issued. Should the actual damages prove less hnn the estimate, the balance will be refunded. It was planned to In clude in the ordinance a provision that where circumstances were such as to warrant It, a permit could be has been without light for a long denied. In the past the city hospital period due to the failure of the mov ing men to make 'the proper speed, and It was desired to prevent a re currence of this sort of thing, but on the advice of the city attorney this was not Included in the, ordinance. The same result can be secured, how ever, for the city authorities may set the route which must be traveled and can set a time when any house being moved must pass a given point. A representation from the Alliance Volunteer Fire department presented a bill for $250 worth of furniture for their new club rooms, which was al lowed. Authority to make the pur chase had been given by the pre ceding council. The firemen's delegation also made the request that the city fur nish electricity free of charge for the armory. The fire boys have been allowed the use of this building and all revenue from its use. They find themselves with a lot of unpaid bills on hand, due to several reasons, and wanted additional aid. Discussion developed the fact that the finances of the department are at rather a low ebb just now. A year ago they had plenty of funds, but the Influenza epidemic last year cut off consider able of their revenue, and they have not received the occupation tax that was formerly, paid in by Insurance companies doing business in the city. Incidentally, the department is the only organization In Box Butte coun ty that has to date officially wel comed the returned soldiers and banquets cost money. In former years some, member of the depart ment attended to the collection of the occupation tax, and one of the delegation promised to take care of it this year. That will add about $250 to their income. In the mean time. City Manager Smith was in structed to meet with the trustees, go over the situation and later re port his findings to the council. In ordinary years the department is practically self-sustaining, but the run of hard luck the past year has made some assistance necessary. Secretary Jones of the Community Club reported that he had mailed a letter to the council by order of the club's executive committee, but that It evidently had failed to arrive. The letter requested that the council take action upon four important matters, namely, automobile speeding, the use of glaring headlights, the running of automobiles with the cutout open and the riding upon sidewalks of bi cycles. The council had already taken care of two of these matters at that meeting, but he wished to call particular attention to the last one.
