Provost Marshal General Crowder
has called special attention to the
provision for "absentees." If a per
son who is out of the city and will be
out of the city for some time is drawn
he waits until after the drawing and
then sends an application to his
home board to have bis case trans
ferred to the city In which he is liv
ing. He can take bis physical exam
ination there. That board will pass
on his case and certify the result
back to his lime. But he must wait
until he is drawn before asking for a
transfer.
General Crowder has emphasized
that the provisions calling upon the
person who has dependents to claim
an exemption and file affidavits sup
porting his claim did not place any
bonus on the individual. The gov
ernment, he said, wanted all persons
who have actual dependents on their
labor to present this claim that it
was their duty to do so. Failing to
do so, however, he pointed out that
the wife or a third party even, know
ing the case, could call the bonrd's
at tent lOO to the case by filing the
claim. The purpose of the govern
ment, il was explained, Is not to
force persons who should stay at
home into the army, but to compel
every person who has no valid ex
cuse for not going to war to serve If
he was drawn.
While there aws no official an
nouncement on the detailed plans
for the drawing, each number will
be put Into a "black capsule" and
this capsule will have to be opened
before it be told what number has
been drawn. Military officers smile
at this suggestion, but members of
congress declared that this was the
last move to prevent any possible
chance of a charge of "favoritism"
being made, in .drawing the numbers
The numbers for each state will
not be drawn separately. One set
of numbers or probably two will
be drawn and will apply to the ne
tlre nation, a dispatch from Wash
ington says. It has been thought
that one set of numbers would fill
the bill, buas the size of the lists
vary widely, it Is regarded as proba
ble that the districts will be divided
into two classes those having up to
a certain number of registrations:

A rather liberal Monday's run of

be subject to slight allowances for
alien enemies, for men who have vol
unteered, and for other causes.

entitled to an exemption rrom serv
ice if he is drawn in the great hu
man lottery when the first 687.000
young men will be selected for the
national army, dwsn't need a lawyer
to get that exemption or appear be
fore the board for him. It is a un
less expense and won't do him any
good. If he is entitled to an exemp
tion he can get it from the board
himself by following the simple dir
ections that have been outlined by
the provost marshal general's office
The procedure is simple:
1. He must learn his number. If
it is drawn, he will Receive notice to
appear on a certain day for physical
examination.
2. If he passes the examination,
he has seven days in which to file u
claim for exemption, if he has de
pendents. He has ten days more to .
