At that bureau there shoul I be regist ered the name of every man and of every strong boy, say above the age of fourteen years, who, not having enlisted for the firing line in the mil itary Meld, is willing and able to en list for the firing line In the Held of production. An Intelligent cultiva tlOB of a sentiment 11 every com -mnnlty that would regard every healthy idle man or boy as a slacker would go far toward impressing upon every individual his duty to his coun try. After these men have been e it- rolled In precincts a special commit tee appointed by the County Council should see to It that they are placed on farms or in some other productive work. The exact details of the methods of the County Council must be left largely to the discretion of the offic ers and members of the council. Many helpful things will occur to the members of the County Council which have not occurred to the State Council, and suggestions from eoun ty councils will he gratefully accept ed by the State Couneil. From time to time special bullet inn will be issued to the eounly coun cils suggesting the details of endeav or along particular linen In the meantime county councils will be expected to push the work In every precinct in their county so that every individual shall be impressed with these important facts: In order that Nebraska may be thoroughly prepared to meet any emergency that may arise there must be: A thorough awakening on the part of every individual as lo the serious ness of this war. Complete preparation in order to place the people of Nebraska, and all the resources of Nebraska, behind the federal government. The most intensive and extensive system of production of food supplies which science and practical experi ence can devise. An intelligent application of the principal of economy and conserva tion In individual ana community life Avoidance of waste and the utiliz ation of every bit of useful material. A nood motto to write upon th" heart of every individual in your roomily Is this: "Kxtravagance or In efficiency or idleness in war time is unpatriotic." Above everything else remember that military experts have repeated ly said. "It Is not unlikely tbaVl this war will be won on food." The farm er and producer being the most Im portant part of this war, it will be a patriotic duty to help him in every way. Immediately the County Council BSl been organized the names and post office addresses of its officers and members should be reported to the Slate Council. From time to timej reports as to the line of work being 1 carried on should be reported to the same authority.
